Dear Colleagues,

This is to inform you about the tender announced by UNDP Ukraine, Policy Dialogue  for Human Development Project. Since 1995, UNDP-Ukraine has been preparing the National Human Development Reports (NHDRs). Since its inception, the NHDRs have played an active role in feeding the policy debate and discussion about sustainable human development in Ukraine. In this vein the reports have focused on ways of bringing the policy-making process for national development closer to the people.

The UNDP Office in Ukraine is launching work on the Human Development Report for 2002. The central focus of this report, which is the second of four Human Development Reports focusing on governance, will be decentralization and human development in Ukraine. To develop the background information needed for this study, the NHDR team is establishing a network of Policy Research Teams (PRTs) and individual experts. These groups, which will be composed of Ukrainian experts, will prepare analytical notes on selected topics relevant to the overall theme.

UNDP Ukraine invites all the NGOs, think-tanks, research organizations and individual consultants that may be interested in this type of analytical and research work to participate in the selection process and to submit an application, containing the following:

a) a clear indication of the topic of research;

b) brief information on the NGO, including area of specialization, activities conducted, research projects made (in the case of individuals, CV or resume);

c) list of research publications relevant to the topic of research (both in English and Ukrainian) (please attach 2-3 the most important and relevant to the topic publications);

d) list of employees (colleagues) that will contribute to the report, indicating their areas of expertise along with the lists of publications for each participant;

e) an average price charged for the final analytical product.

We expect the application to be received by the UNDP Office in Ukraine by 30 May 2002.
