Tender on Sociological Survey

Deadline for submission of proposals: 25 October 2002

UNDP Office in Ukraine would like to invite sociological companies to participate in a tender on conducting survey for Integrity in Action project.

Scope of Work

The Subcontractor shall conduct a nation-wide survey (1800 persons) on human rights and power bodies accountability issues in Ukraine and perception of the effectiveness of the legislation on human rights and power transparency by the public.

The Subcontractor shall be responsible for the following:

- Preparation of the survey concept (scheme) and questionnaire on the subject issue in close coordination with the Project team;

- Elaboration of the survey methodology and approval of it with the project team;

- Organization of the field research: hiring qualified interviewers and providing supervision over their work;

- Processing of the survey information and analysis of the results;

- Preparation of the survey results to public presentation;

- Provision of correct interpretation of the survey results to be used for further work within the Project’s framework;

- Analyzing dynamics of the human rights issues perception in Ukraine.

Expected Outputs

In order to carry out these tasks the Subcontractor shall:

  • Produce an electronic draft version of the full report on the survey results;
  • Discuss the report with Integrity in Action project, incorporate comments and present the final version of the survey;
  • Prepare interpretation of the survey results for Project team and general public;
  • Present survey results in e-version and hard copy
  • Experience and Qualifications:

    - At least 5 years in sociological polls market;

    - Proven capacity to generate ideas and formulate methodologically correct questionnaires;

    - Proven capacity to conduct research in the field;

    - Excellent capacity to analyze the surveys’ results and dynamics of the public opinion on the issue;

    - Availability of publicized surveys in the related fields

    Selection criteria

    - Lower cost of the survey;

    - Capacity to provide high quality product (as described);

    - Capacity to deliver results in the shortest possible time frame

    - Positive experience of cooperation with the UNDP agencies is an asset

    Duration of the work – 1 month upon signing of the contract

    Application should contain information on the company (name, registration date, experience in the sector, previous activities in the area of human rights, name of director, list of leading experts, address, telephone, e-mail), information on the survey proposal, information on the budget (with breakdown of planned expenses).
