Decentralization and Human Development

Background

The UNDP Office in Ukraine is launching work on the Human Development Report for 2002. The central focus of this report, which is the second of four Human Development Reports focusing on governance, will be decentralization and human development in Ukraine.

Statement of Purpose

The sociological survey for NHDR 2002 will consist of three main components: 1) it will continue monitoring the people’s perceptions of governance and quality of public/social service delivery at the national level; 2) it will measure the variations in people’s perceptions of governance and quality of public/social service delivery across oblasts; 3) it will measure the people’s perceptions of governance and quality of public/social service delivery in 6 cities.

The questions will examine respectively two main areas of interest: 1) public perceptions of governance; 2) public perceptions of the quality of public/social service delivery. Although there is a danger that some questions may simultaneously address both areas under consideration, the analytical part/interpretation of results should clearly distinguish between the two elements. The total number of questions is 80. The questions will be drafted by UNDP.

The analytical report should clearly present and analyze the variations among oblasts in public perceptions of governance and quality of public/social service delivery. It will analyze also the differences in public perceptions by urban/rural parameter, income, education, and gender.

Structure of the final Report

Executive Summary (3 pages)

Introduction (5 pages)

Overall assessment of public perceptions of governance in Ukraine at the national level (5 pages)

Overall assessment of public perceptions of the quality of public/social service delivery at the national level (5 pages)

Presentation and analysis of differences across oblasts of Ukraine in public perceptions of governance. Presentation and analysis of the trends over the last 5 years (10 pages)

Analysis of differences across oblasts of Ukraine in public perceptions of quality of social service delivery and analysis of the trends over the last 5 years (10 pages)

Which sectors (education, communal services delivery, etc.) are the best? Which sectors are the worst? What are the trends over the last 5 years (with specific focus at regional variations)? (20-25 pages)

Conclusions (5 pages)

Process and Required Deliverables

The sociological survey involves more than simply writing a report and sending it to the NHDR Team at UNDP. This contract is for a participatory process designed to build analytical capacity and to stimulate public discussion even before the report is completed. Such discussion and public participation will be needed to build consensus and ownership in support of the report’s final recommendation. The process for a survey production at the final stage will therefore be structured as follows:

Draft Final Report. At least three weeks before the final report is due, the sociological company should present a draft final report to the NHDR Team for Review.

Dissemination Seminar. After any necessary revisions have been completed, the sociological company will present their report at a dissemination seminar. At this seminar, the team should present its findings according to international standards with a proper PowerPoint presentation and summary handouts for the audience.

Final Report. After revising the report as required to handle important contributions during the dissemination seminar, the team will present its final report to UNDP.

Report and Press Release

The final report and press release should be presented in Ukrainian in both hard and soft copy format. The soft copy should be in Microsoft Word on a 3.5” diskette formatted for Windows-PC (the data should be provided in SPSS format).

Slide Presentation

The final slide presentation should be presented in Ukrainian in both hard and soft copy format. The soft copy should be in Microsoft PowerPoint on a 3.5” diskette formatted for Windows-PC. The hard copy should be printed in a format (e.g. 4 slides per landscape page) suitable for reproduction and distribution at seminars.

Handout

The team should prepare a one-sheet handout (A4 format) with summary conclusions on one side of the page and a summary agenda for action on the other. This handout should indicate where readers will be able to obtain the full report on the web and at other local points of distribution such as city hall of the library.

Database

The database containing the required indicators listed above should be presented in Ukrainian in both hard and soft copy format. The soft copy should be in SPSS on a 3.5” diskette formatted for Windows-PC.

Please submit the Technical Proposal
addressing the following issues:

1) Clear presentation of the sampling approach (selection of the settlements, postal districts and respondents);

2) Number of respondents, number of settlements covered;

3) Detailed description of the organization of the survey process (management of pretest and fieldwork, procedures for quality control);

4) Timetable and itemized budget.
