UNDP Equal Opportunities programme (UKR/02/001), which main goal is to support equality between men and women in all spheres of life and to improve the status of women in Ukraine as the means towards achieving sustainable human development and building a democratic state, announces a tender on Gender Mainstreaming Capacity Building (Training of Civil Servants and Mass Media) with the following Terms of reference:

Duration: 7 months

Context

As the policies necessary for guarantying equal opportunities for men and women are being put in place the next mayor challenge for Ukraine will be to build implementation capacity for the new policies. This includes setting up institutions for oversight and complaints, distributing responsibilities among government institutions and officials, building human resource capacities for gender mainstreaming of public administration and policy-making. This process is in many ways more challenging than building sound policies sense it implies training and institution building in all Ukraine’s 24 regions.

Media is playing a key role in braking gender stereotypes and promoting equal opportunities through gender sensitive printing and broadcasting. Thus, the capacity building in government will gain by more informed and capable media, which will understand the concepts of equal opportunities and gender mainstreaming.

Objective

To give civil servants and media representatives knowledge and skills on gender mainstreaming to ensure that the civil service is equipped to serve all Ukrainians, women and men, equally.

Target Groups for the Training

- Civil servants of central, regional governments and local authorities with 1-4 post category

- Staff members of the regional centres on advanced training for the state officials, managerial personnel of the state institutions, organisations and enterprises from 27 regions of Ukraine

- Representatives of the mass media from all region of Ukraine

- Civil servants of the regional government and local authorities with 5-7 post category

Expected Results (Outputs)

  • Elaboration of recommendations, methodical, educational and informational materials on inclusion of gender issues into the system of training and retraining for managerial personnel (including mass media) of central and regional levels.

  • Preparation and establishing of the guidance for trainers.

  • Education of 1000 state officials with 1-4 post category and 1500-2000 state officials with 5-7 post category in the regional centres on advance training for the state officials, managerial personnel of the state institutions, organisations and enterprises.

  • Organisation of two 3-day educational trainings for trainers’ education on gender mainstreaming into the policy of 27 administrative centres.

  • Education of not less then 80 trainers for work in the Centres on advanced trainings for the state officials and managerial personnel of the state institutions, organisations and enterprises.

  • Implementation of the seminar for the heads of the Centres on advanced trainings for the state officials and managerial personnel of the state institutions, organisations and enterprises.

  • Organisation of a press conference for mass media.

Proposals

Application should contain information on the organization (name, registration date, experience in the sector, previous activities in the educational field, name of director, list of leading experts, address, telephone, e-mail), information on the trainings proposal, information on the budget (with breakdown of planned expenses).

Proposals may be in English or Russian languages.

Offers should be delivered to UNDP Office in Ukraine before 10:00 am July 25, 2003 in the sealed envelopes with marking “Tender. UKR/02/001 trainings” to the following address:
