for the Project
“Reducing the risk of HIV-Infection among Vulnerable
Groups”
within
the framework of implementing of the Global Fund to Fight AIDS, TB and malaria project "Overcoming HIV/AIDS
Epidemics in Ukraine"
Project duration– 20 months (June 2003 –
January
2005)
The HIV/AIDS epidemic in Ukraine
keeps expanding. The scale of currently existing HIV/AIDS prevention and care
programmes does not yet meet current needs. Broad involvement of governmental,
non-governmental and private organizations, as well as people living with
HIV/AIDS is required. Grant
from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) has
given Ukraine a unique opportunity to obtain significant financial support from
the international community and substantially enlarge programme activities to
reverse development of the epidemic.
In its capacity of one of the
Principal Recipients UNDP/Ukraine will be responsible for implementation
of the “Reducing the risk of HIV-Infection among Vulnerable Groups” component of
the GFAMT project
With this
announcement UNDP is inviting applications from a grant-making organization
interested to implement the portion of the GF project for two target population
groups: injecting drug users (IDUs) and commercial sex
workers (CSW).
The project will be implemented in the
following priority regions: Donetsk, Dnipropetrovsk, Odessa, Nikolaev,
Kherson, Crimea, Zakarpatje and Kiev city.
The
objective of the
discussed portion of the GFATM project is to reduce the HIV-infection risk among
representatives of the named target population groups: injecting drug users
(IDUs) and commercial sex workers (CSW).
As
a strategic partner, the grant making organization, active in the domain
of harm reduction and service provision to commercial sex workers, will be
responsible for the twofold task:
a)
ensuring
that IDUs and CSW in the identified priority regions will
get:
-
extensive
range of preventive information and educational activities to ensure positive
changes in their risky behavior to a safer one;
-
easier
access to existing medical and social services;
-
broader
access to individual protection means, sterile equipment and
drugs;
and
b) developing enabling environment for
implementation of the variety of HIV-infection prevention programs among the
representatives of the identified target groups, including establishment and
maintenance of sustainable institutional mechanisms.
Grant-making
organization has to meet the following requirements:
Have proved record of grant
management, in particular experience in administering and financial management
of the projects, executed by organizations that provide services for injecting
drug users and commercial sex workers;
Have institutional capacity
through provision of grants to NGOs, Governmental organizations and other
agencies to ensure successful implementation of activities in all identified
priority regions.
Have institutional capacity and
experience to manage implementation, maintain accounts and prepare reporting
in compliance with the existing international standards;
Have solid experience in building
capacity for the civil society and non-governmental organizations, active in
the discussed domains;
Avoid bias or intolerance in
dealing with the representatives of the identified target
groups;
Be ready to coordinate efforts
with other organizations-recipients of financing from the Global Fund to Fight
AIDS, TB and Malaria.
Maintain partnership with
government and other organizations related to provision of medical, social,
legal and other services to the target groups at the national and local
level.
During selection process
advantage will have organizations that will clearly demonstrate their ability to
achieve by the end of the project the following outcomes indicated in the
component of the GFAMT grant
“Reducing the risk of HIV-Infection among Vulnerable
Groups”:
- Use
of sterile syringes by IDUs in pilot sites is increased to 50%;
- Use
of condoms by injecting drug users in sexual contact with non-regular partners
is increased up to 20%;
- Use
of condoms by sex workers while providing services is increased to
30%;
Deadline for submitting proposals
is May 24,
2003.
