With the present information we would like
to share with our partners some of the basic principles that
UN/UNDP Ukraine applies to procurement. The equipment provided
under UNDP supported projects shall be used to facilitate
the process of technical assistance and shall not be seen
as capital assistance. In keeping with the above view point,
the equipment component under the programme/project should
be less than fifty per cent of the total project budget. If
the equipment component is exceeding 50% of the total budget,
immediate involvement of the UNDP Country Office is required
to assess the situation and prepare a strategy to resolve
the situation.
Equipment purchased on any programme/project shall be classified
under the following categories:
- Expendable equipment - Those items with unit cost
of less than $400 or serviceable life of less than 3 years
are called expendable equipment.
- Non-expendable equipment - Items with unit cost
of over $ 400 and/or serviceable life expectancy of at least
three years.
- Local and International Procurement - Distinction
is made, for budgeting and procurement purposes, between
equipment that are purchased locally within Ukraine, and
those that are procured internationally.
It is a normal practice for programmes/projects in Ukraine
to assign international and local procurement with value more
than US$ 30.000 to the UNDP Country Office. Along with this
UNDP Ukraine Business center may offer its services and support
for identification of the best supplier or service provider
for any procurement or service needs.
Procurement of equipment will be guided by several basic
conditions, which should be observed:
- Equipment and services of the requisite type and best
quality shall be procured within the time prescribed and
at the lowest possible cost.
- Equal access to procurement opportunities shall be provided
to all qualified and interested parties.
- Competitive bidding shall be undertaken both locally
and internationally (if applicable).
- UNDP is practicing analysis of the market as well as
collects offers from supplies for all procurement beyond
USD 1000.
- Local procurement shall be encouraged where possible.
- UNDP widely uses its rosters of suppliers;
- Advance payments are limited to up to 15% of the contract.
Therefore, the office is not accepting offers implying such
arrangements.
- Procurement and delivery should be made only after final
contractual arrangements are in place and the contract is
signed by both parties.
- UNDP is signing contracts for all the services ordered
as well as for all procurement of goods and equipment beyond
USD 2500.
