Description

The
President and the government have consistently reiterated their desire to root
out corruption and to make government more accountable and responsive to the
plight of the citizen. While measures have been taken to reorganise the bodies
of executive power, the core issues of the government’s governance initiative,
greater accountability and honesty on the part of public officials will need to
be enhanced.
This Project is designed to promote and help achieve the government’s
administrative reform objectives in this regard, as well as to promote another
key government objective, the promotion of human security.
The Project is part of UNDP’s systemic governance programme approach that
envisages focus on two parts of the policy process: policy formulation and
policy management
The above will be achieved by:
1)
development of the capacity of the Ombudsman’s office for processing
complaints, strengthening specialist expertise in specific areas of human
rights, better access to the Office at regional, district and municipal
level.
2)
development of the capacity of the Accounting Chamber and its presence at
regional, district and municipal level.
3)
strengthening
of the role of Parliament and its capacity to respond to inputs of the
Accounting Chamber and the Ombudsman, and raise human rights awareness of
Parliament, elected authorities at regional and local levels and executive
branches of government.
4)
developing the infrastructure of civil society for the promotion,
protection and realisation of human rights and for the effective functioning of
the Ombudsman’s office
5)
building a support infrastructure for advocacy and effective submission
of complaints to the state administration at central, regional and sub-regional
levels
This will be done in close co-operation and partnership with UNDP
Thematic Trust Fund, international donors, etc.
