United Nations Development Program Office is seeking highly qualified professional to fill in position of Programme Secretary/ Interpreter

Terms of Reference

1. Project Title: UNDP Ukraine Integrity Programme

2. Post Title: Programme Secretary/ Interpreter

3. Duration of employment: 3 years

4. Full time

5. Duty Station: Kyiv, Ukraine

6. Duties and responsibilities:

Under the direct supervision of the National Programme Manager, Programme Secretary/ Interpreter (PS) will perform broad and common administrative support functions of the PMU to ensure timely and efficient support to programme related activities.

Responsibilities:

  • Provide interpretation and written translation of materials as and when required;
  • Interpret and implement NEX procedures and rules related to administrative and personnel matters and ensure their compliance;
  • Prepare detailed plan of actions and budget estimate for workshops, seminars, retreats, study tours, etc.
  • Provide all necessary logistical support in organization of the above, maintain accurate record of all expenses and prepare a report to Administrative/Finance Assistant for further submission to UNDP office;
  • Monitor the Inventory Records of PMUs, ensure the establishment of a pool of equipment(s) which can be shared by PMUs and provide advice on procurement of goods to avoid unnecessary purchase;
  • Undertake joint procurement activities under combined Purchase Orders for stationery, computer hardware, photocopiers; joint contracts for computer maintenance, air-conditioning maintenance, shipping services, etc.
  • Keep a filing system of general administration and personnel matters;
  • Supervise PMU driver(s) and certify Vehicle Daily Log;
  • Handle correspondence related to general administration and personnel matters;
  • Brief PMU staff on general administrative and personnel matters and ensure timely extension of contracts;
  • Prepare travel authorizations ensuring relevant supporting documents;
  • Develop systems to streamline the procedures which will facilitate the cooperation within and between PMUs;
  • Assist the Audit and prepare necessary documents;
  • Perform the duties of updating and maintaining the inventory records and distribute the stationery to staff;
  • Perform other duties as and when required.

Qualifications:

  • The Programme Assistant should be a university graduate.
  • Practical experience in the field of general administration and personnel as well as previous experience of working for nationally executed programme(s) funded by UNDP or other donor agencies will be an asset.
  • Fluency in English and Ukrainian is required.
  • Ability to interpret and translate documentation is a must.
  • Excellent interpersonal and communication and writing skills, ability to think clearly and precisely articulate are essential.
  • Strong organizational and time management skills and ability to work under pressure are necessary.
