The United Nations Development Programme (UNDP) Country Office in Ukraine is seeking highly qualified professional to fill the position of Deputy Head of Operations currently open in EU Border Assistance Mission to Moldova and Ukraine.

Background

The European Commission and UNDP undertook cooperation towards the implementation of the EU Border Assistance Mission to Moldova and Ukraine. This Mission is to help enhance the capacities of Moldovan and Ukrainian services to adequately ensure customs and border controls and border surveillance along their common border. Posts of Border Monitors are filled by civil servants seconded from the national administrations of EU Member States, including customs administrations, border police, or other relevant national agencies.

The Mission’s ‘core personnel’ are hired directly by UNDP and are remunerated from the Mission’s budget, funded by the EC.

The official end date of the current phase of the EUBAM is 30 November 2007. It is expected that the Mission will be extended for 2 additional years.

Description of Responsibilities

Under the guidance and direct supervision of the Head of Operations, the Deputy Head of Operations will assist him/her in coordination of the operational activities of EUBAM within the framework of the Mission’s mandate (“description of the action”). His main functions shall be:

  • To support the Head of Operations in daily and operational management issues regarding the activities of the Mission’s field staff, notably as regards their activities of on-the-job training and unannounced inspections/visits at border crossing points or other relevant locations;
  • To supervise the timely and proper delivery of special and weekly reports coming from the Heads of Field Offices, Risk Analyst Advisors, Training and Standard Coordinators, Analytical Criminal Investigation Advisory Units;
  • To assist the Head of Operations in coordination of activities between and among the Analytical and Investigation Advisory Units, Field Offices, Risk Analyst Advisors and Training and Standards Coordinators;
  • To draft operational plans, official documents, operational correspondence, including those associated with sensitive or EU restricted data and information, under the supervision of the Head of Operations;
  • To contribute to elaboration and regular updating of assessments of the operational capacities of the Moldovan and Ukrainian services, also in view of making recommendations for structural reform efforts as regards sustainable improvements of those operational capacities, including through provision of specialized equipment;
  • To assist in coordination between the Field Offices’ daily operations as required by the Head of Operations;
  • To examine and assess shift records of EUBAM operational units;

Competencies and Skills

  • Citizen of an EU Member State; active (or recently retired) national or international civil servant;
  • At least 10 years of operational experience in border management activities (preferably in the Integrated Border Management), of which at least 5 years spent at middle management level (Head of Unit or equivalent);
  • Experience of working in, or designing/managing customs/border guard reform projects/ missions in transition countries/other third countries will be an asset;
  • Demonstrated ability to decisively build and manage teams in a multinational environment;
  • Excellent command of written and spoken English; knowledge of Russian will be an asset;
  • Valid national security clearance of at least level “secret”.
