United Nations Development Program Office is seeking highly qualified professional to fill in positions of Support Officers (3 openings).

Terms of Reference

1. Project Title: UNDP Ukraine Integrity Programme

2. Post Title: Support Officer

3. Duration of employment: 3 years

4. Full time

5. Duty Station: Kyiv, Ukraine

6. Duties and responsibilities:

Under the supervision of National Executing Agency (NEA), UNDP and National Programme Manger, three Support Officers (SO) will ensure management and coordination of the appropriate Programme components is conducted according to the Programme Document and the UNDP rules and Regulations. The management and coordination process will be pursued through undertaking appropriate actions in the area of programme implementation, monitoring and evaluation.

Each Support Officer will be responsible for one of the following components:

  • Strengthen the role of Parliament (Verkhovna Rada) and its capacity to respond to inputs of the Accounting Chamber and the Ombudsman.
  • Raise human rights awareness of Parliament, elected authorities at regional and local levels and executive branches of government (Parliament Support Officer)
  • Strengthen capacity and regionalisation of the Ombudsman’s office as part of efforts to promote and enhance human rights system in Ukraine (Ombudsman Support Officer).
  • Strengthen capacity and regionalisation of the Accounting Chamber as part of efforts to promote and enhance public accountability system in Ukraine (Accounting Chamber Support Officer).
  • Co-ordinate and manage civil society component.
  • Coordinate and manage component(s) activities from substantive, administrative and financial points of view, contribute to strategic planning.
  • Provide leadership in advocating programme objectives, and in assuring that all interested parties are well informed about the programme activities and goals.
  • Manage day-to-day programme component implementation, conceptualization and exit strategies.
  • Ensure timely preparation of the Component(s) Quarterly Work plans/ Progress Reports/Budget Forecasts.
  • Ensure timely compilation of the Sub-programme Quarterly Work plans/ Progress Reports/Budget Forecasts and its submission to the UNDP.
  • Provide the professional platform for networking and partnership building with the government, local authorities, non-government, private sector and international development organizations or projects.
  • Provide through progress reporting continuous analysis of the achievements, facilitates project reviews, evaluation and audits.
  • Guide and orient the efforts and contributions of consultants, personnel, government counterparts towards the achievement of programme objectives.
  • Contribute to organization and management of administrative activities required to maintain the flow of resources and to eliminate obstacles.
  • Contribute to formulation of Strategic Results Frameworks; monitor progress achieved against the indicators set in SRF.
  • Liaise with government stakeholders and other partners to ensure proper coordination and partnership in common development efforts.
  • Align the programme activities with the National programmes/strategies and contribute to the capacity building of the national counterpart institutions.
  • Manage preparation of detailed plan of actions and budget estimate for workshops, seminars, study tours, etc.
  • Report to the NEA/UNDP on a regular basis.
  • Perform other duties as and when required.

Qualifications:

  • Support Officer should have Master’s (or equivalent) degree in Law/social sciences and/or development related studies.
  • The SO should be highly competent and knowledgeable in issues related to governance, accountability, human rights and policy development and have practical experience in working with central and local administrations, senior government officials and civil sector organizations, particularly in relevant programme component area.
  • S(he) should possess sufficient experience and skills in institution-building and human resource development.
  • Good contacts within the Project development area are a plus.
  • The work experience within / with relevant governmental agency is a plus.
  • The SO must possess good programme management skills, including administrative and financial aspects and must be computer literate.
  • An excellent command of English and Ukrainian including writing skills, is mandatory.
  • Mature judgment with a proactive, energetic approach to problem solving
  • Excellent interpersonal and communication skills, strong organizational and time management skills are a must.
