6. Duties and responsibilities:
Under the supervision of National Executing Agency (NEA)
and UNDP, the National Programme Manager (NPM) will ensure management and
coordination of the Programme components is conducted according to the Programme
Document and the UNDP Rules and Regulations. The management and
coordination process will be pursued through undertaking appropriate actions in
the area of programme implementation, monitoring and evaluation.
Responsibilities:
- Represent technical advisory support of UNDP to the
NEA as part of the Programme Support Unit. In this regard, perform as the
specialized arm of UNDP assistance in the subject area.
- Responsible to the NPD, in close cooperation with UNDP,
for the overall operational management of the project and delivery of results,
in accordance with the project document, work plans and other joint agreements
between the NEA and UNDP.
- Prepare, update and implement annual and quarterly work
plans and progress reports, in close cooperation with the NPD and UNDP. The
work plans should include program initiatives, training, operational issues.
Based on approved annual and quarterly work plans, perform the day-to-day
management of the project on behalf of the NPD as per her/his delegation of
authority.
- Lead and manage the professional and support staff of the
Program Support Unit, ensuring the effective performance and delivery of
results and impact. This includes short-term and long-term expertise as well.
- Coordinate and manage programme activities from
substantive, administrative and financial points of view, manage strategic
planning and systematic coordination of PMU activities
- Provide leadership in advocating programme objectives,
and in assuring that all interested parties are well informed about the
programme activities and goals.
- Manage day-to-day programme implementation,
conceptualization and exit strategies.
- Ensure timely preparation and compilation of the
Sub-programme Quarterly Work plans/ Progress Reports/Budget Forecasts and its
submission to the UNDP.
- Mobilize, manage and deliver all the inputs required for
successful implementation – recruitment of expertise, sub-contracts, training,
procurement and other inputs of the project in accordance with established
UNDP norms.
- Engage and provide policy advisory support, taking
responsibility for making policy and institutional impact. In this regard,
ensures availability of up to date information on all critical issues in the
subject area.
- Provide the professional platform for networking and
partnership building with the government, local authorities, non-government,
private sector and international development organizations or projects.
- Develop and manage the performance and impact assessment
system for the project. This should be in line with the UNDP Strategic Results
Framework.
- Ensure the maintenance of sound filing system and
appropriate use and recording of all equipment that is under ownership of
UNDP.
- Participate and contribute to the regular monthly Program
Managers’ Meetings at UNDP. Similarly, participate as required in the UNDP
staff meetings and, when appropriate, conduct learning sessions.
- Assume direct responsibility for managing the project
budget, based on the delegation of authority, on behalf of the NPD. Ensure
that project funds are available when needed and disbursements achieved as per
the work plans. Ensure appropriate recording and accounting documentation as
required by UNDP and preparation of required financial reports. Make the
financial operations of the project transparent and stands up to regular
audits.
- Ensure documentation of the experience of UNDP assistance
through the project and its dissemination through the Country Office. In this
regard, prepare quarterly and annual reports, publication serials and
information/communication materials. Similarly, ensure use of UN and other web
sites for dissemination of information.
- Assure communication outreach, arrange PR and media
activities that enhance knowledge dissemination and recognition of UNDP as a
core partner of the government and people.
- Provide through progress reporting continuous analysis of
the achievements, facilitate project reviews, evaluation and audits.
- Organize and manage all administrative activities
required to maintain the flow of resources and to eliminate obstacles.
- Organize and manage formulation of Strategic Results
Frameworks; monitor progress achieved against the indicators set in SRF.
- Liaise with government stakeholders and other partners to
ensure proper coordination and partnership in common development
efforts.
- Align the programme activities with the National
programmes/strategies and contribute to the capacity building of the national
counterpart institutions.
- Supervise
directly the PMU staff.
Qualifications:
- National Programme Manager should have a Master’s (or
equivalent) degree in Human Rights / Social Sciences / development related
studies.
- The NPM should be highly competent and knowledgeable
in issues related to Human Rights, Governance and Policy Development and have
practical experience in working with central and local administrations and
senior government officials.
- Mature judgment combined with a proactive, energetic
approach to problem solving. Strong organizational and time management skills
are a must.
- S(he) should possess sufficient experience and skills
in institution-building and human resource development.
- The NPM must possess good programme management
skills, including administrative and financial aspects and must be computer
literate.
- Fluency in Ukrainian and a very good command of
English, including writing skills, is mandatory.
- Excellent communication and writing skills.
- Ability to think clearly and precisely articulate are essential.
