Description of
Programme:
The HIV/AIDS
team in the WHO Office in Ukraine provides technical support to
the country in rapidly scaling up the delivery of comprehensive HIV/AIDS
prevention, treatment care and support in line with national Universal Access
targets. This includes specific support to ensure the sustainable availability
of appropriately qualified human resources for planning and implementing
HIV/AIDS treatment and prevention services.
Description of
Assignment:
The
incumbent will provide technical support on behalf of WHO related to human
resource planning and training of health and social workers involved in HIV/AIDS
prevention and treatment programmes. She/he will, in particular, work with key
stakeholders to plan and implement a process of systematically assessing human
resource needs for HIV/AIDS, reviewing current human resources and existing
training practices, and developing a comprehensive plan for concerted
stakeholder action to improve the predictability and quality of human resources
for HIV/AIDS in Ukraine. She/he will also act as a
focal point for WHO’s technical support to HIV/AIDS training providers in
Ukraine.
Qualifications
required:
Education: University degree in
medicine or in social/pedagogical sciences.
Experience and skills:
Several
years of work experience in human resource planning and/or the design of
training programmes, preferably in the area of HIV/AIDS or other public health
area.
Track record
in planning and implementing a thematically focused project at national level,
including undertaking a thematic review and assessment, preparation of
workplans, organization of technical meetings, preparation of interim and final
report.
Demonstrated
skill to productively interact with a variety of state and non-state key
stakeholders and to moderate discussions leading to consensus and concrete
results.
Enthusiasm
to work closely in a multi-disciplinary team and to respond flexibly to arising
demands for technical support.
Languages:
In addition
to Ukrainian and Russian language, good command of oral and written English,
including ability to communicate fluently with English speaking international
partners on technical matters and ability to prepare draft correspondence and
reports in English language.
