United Nations Office is seeking a highly qualified
professional to fill in the position of
Programme Advisor on Social Sector and
HIV/AIDS
Program Advisor on Social Sector and HIV/AIDS will be responsible for provision of UNDP’s support to state
institutions and the civil society in the area of health and social policy
reform and in delivery of basic social and health services in Ukraine. The Advisor will demonstrate
examples and advocate for good governance in the social and health care sectors,
focusing on transparency, accountability and quality of service.
As a member of core UNDP team in Kyiv, and in close collaboration with
all UN system organisations present in Ukraine, he/she will undertake policy
analysis, make policy recommendations and provide support to implementation of
reforms and systemic changes at the national, regional and community level. This
will be realised through advocacy events, partnerships with national
counterparts and international partners, analytical and advisory support,
capacity development and identification of good practices.
The Program Advisor will be also responsible for partnership building,
resource mobilisation and management of the program portfolio in this thematic
area.
Education: Advanced degree
in a subject related to the programme area (HIV/AIDS; public health; economics
with emphasis on economic aspects of social policy, public administration).
Work experience:
At
least 5 years of relevant work experience.
Key competencies of the
assignment:
- Knowledge of main challenges and achievements in the
area of health and social policy in Ukraine;
- Ability to analyse state policy and advocate on the
long-term overall direction of reforms, at the same time proposing immediate
critical and realistic improvements in the sector;
- Leadership skills and ability to mobilise teams to
achieve results;
- Analytical and writing skills;
- Advocacy and communication skills;
- Proven record in programme development and programme
management, including management of program and project budgets;
- Advanced PC user skills are essential;
