Terms of Reference

United Nations Development Programme (UNDP) in Ukraine supports towards building capacity of its national/regional/local partners for enhanced decentralisation, participatory governance and sustainable development. This support is provided through specialized projects like Municipal Governance and Sustainable Development Programme (MGSDP). MGSDP seeks active involvement of local communities of citizens, academia, small and medium businesses and NGOs; city councils; local government institutions and others for achieving sustainable local development comprising of social, economic and environmental activities. Improving living quality through creation of or improvement in community infrastructures and creation of employment opportunities are among various activities of these projects. Employment generation is envisaged through small and medium enterprise (SME) development in the partner municipalities. It involves such areas of intervention as policy advocacy, business skills, micro-finance, market information etc. These activities are implemented by organized networks of small and medium businesses and specialized agencies on SME with support from UNDP, local governments and other stakeholders through area based development approach. It requires building technical capacity of the SME-stakeholders. In this context role of an SME Development Specialist is deemed essential.

  • Functions and responsibilities:

    Under overall supervision of the MGSDP project manager, the incumbent shall be responsible for the proper planning, designing, implementation and monitoring of the SME-related activities. Specifically he/she will -

    • Further develop MGSDP strategy for SME development taking into account the interests and views of current and potential stakeholders of the Programme;
    • Identify and mobilise stakeholders of SME in the partner municipalities and network them around the theme of business promotion in the city;
    • Assist SME-stakeholders in identifying their needs for successful business promotion and link their needs with local governments and other support agencies;
    • Provide technical support to the SME-stakeholders for building their capacity to plan and carry out activities on policy advocacy, skill enhancement, micro-finance, market information and other infrastructures required for promotion of SME in the partner municipality. Design and implement sustainability mechanisms for projects thus carried out;
    • Promote development of new agencies such as cooperative, credit union, training centre etc, if necessary, to ensure effective SME development in the partner municipalities;
    • Liaise with supporting national/international agencies related with SME-development in the Programme area. Develop a data base of expert individuals/agencies on SME development in the Programme area and at the national level;
    • Organize events on training, exposure visits, seminars, roundtables, workshops, conferences etc. targeted on SME development. Serve as resource person as necessary;
    • Develop funding proposals on SME development for submission to donors;
    • Monitor Programme activities on SME development, prepare workplan and progress report as required by the Programme.

    6. Requirements for the post:

    • Master’s degree in economics, finance, business administration and/or related fields.
    • Five years of relevant work experience working in the field of SME-development, cooperative development, micro-finance etc;
    • Sound analytical, organizational, project management and negotiation skills and the ability to conduct training and workshops/seminars.
    • Excellent writing, presentation skills and communication skills. Ability to work effectively in a multi-cultural team
    • Willingness to frequent travel in-country;
    • Ability to speak and write in English, Ukrainian and Russian (preferably);
    • Advanced computer skills, including word processing, spread sheet, power point, data management, and other packages related with investment, banking system, market information system;
