Duties and Responsibilities:

Under the supervision of the National Project Coordinator and Senior National Counsel of the project applicant are expected to perform the following:

POLICY ANALYSIS AND ADVISORY SERVICES:

  • Develop reform implementation strategies on specific policy areas;
  • Identify the problem issues and options for solving the problems;
  • Work on developing policy alternatives for identified problems;
  • Prepare policy issues paper;
  • Collaborate with the MOES, interministerial and governmental representatives in policy analysis;
  • Lead the policy discussions and consultations in the country involving education stakeholders;
  • Contribute to countrywide consultations on draft policy papers;
  • Inform education community on the process and content of policy papers development;
  • Integrate policy recommendations into governmental/MOES strategies implementation
PROGRAMME SERVICES:

  • Contribute in project implementation in line with project document and approved work-plans;
  • Participate in PR and media activities.

Experience and Qualifications:

  • Mature judgment combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills; good analytical, organizational and time management skills; resourceful in finding solutions
  • Solid intendancies to support national development in Ukraine and serve as a catalyst for human development and poverty reduction
  • Desire to make a positive change in Ukraine
  • Ability to work with a wide cross-section of partners: Government, NGO’s, communities, media and international donors
  • Ability to think clearly and precisely articulate are essential
  • Excellent professional communication and writing skills
  • Graduate degree in education/humanities/economics is preferred but not necessary
  • At least 10 years of functional experience in the project area, including experience in social aspects of education
  • Fluent Ukrainian and English, addition languages are important assets
  • Knowledge of and complete comfort with computer applications is essential (including organization of public presentations on PowerPoint).
