1. Background
The project “Consumer Society and Citizens Networks” was designed to assist the efforts of the Government
of Ukraine and civil society organizations in Ukraine in promoting consumer
rights and economic empowerment through capacity building of non-governmental
organizations to provide access to good economic governance according to EU
standards, and common practices and in enhancing civil society role, in
particular non-governmental organizations, in promoting implementation of the
sustainable consumption
patterns.
The role of Governments in the protection of
consumers in the modern market remains vital, in particular in the areas of
policy-making, legislation and the development of institutional capacity for the
enforcement of consumer law. In Ukraine, Law “On consumer rights protection” adopted on 12 May, 1991, Law “On food safety and
quality”(1998) are intended to elaborate policies and legislation in order to
protect the consumers in such areas as health and safety, access to goods and
services and measures for redress.
There were created more or less
sufficient legal framework for consumer protection and for NGO movement in
Ukraine which establishes a means to
develop, implement and monitor policies and programmers for consumer protection.
At the same time, consumers usually are un-protected while confronting with the
state bodies, state or private producers and service providers. Mostly, this
situation is descent form absence of the mechanisms for implementation
legislative norms.
The project will be aimed at improving the
system of consumers rights protection, the focus will be made on building
capacity of consumer rights protection consumer society organizations (CSOs) and
their networking, building partnerships among business, citizens, their
associations, media and state bodies responsible for consumer rights protection
and strengthening the system of consumers’ access to judicial power. 2.
Objectives
The overall
objective of the Project is to promote consumer rights and economic empowerment
through capacity building of non-governmental organisations (CSOs), in order to
achieve good economic governance according to EU standards and common
practices.
National Forum “Consumer rights protection in
Ukraine: on the way to Europe” has the goal to enhance the public discussion on
the consumer rights from the perspective of European standards; to establish the
platform for problem solving and further development of citizen consumer
networks.
During the Forum Ukrainian and European
experts will present their understanding of the consumer rights protection
models and share corresponding experience. Forum participants will be able to
discuss the most effective ways of dealing with current problem areas of
consumer movement in Ukraine.
The activity (Forum) will contribute to
achievement of the Objective to enhance awareness of the citizens, CSOs leaders,
governmental officials on consumer rights protection mechanisms and ways to
foster the development of consumer citizen networks. 3. Expected
Outputs
The output is to develop and present during
the Forum the Presentation on developments in consumer rights protection system
of one of the EU Accession countries or country, which became EU members after
the collapse of the Soviet block (the Country).
Presentation should meet the following
parameters:
Presentation will be delivered in English during the Forum
Plenary session during 20 minutes.
Power point slide presentation should illustrate the most
evident statements and facts.
The text of Presentation should
be provided in MS Word format not later than 30th of November in
English.
Presentation should cover the following topics: history of
the consumer movement in the Country; structural and functional model of
consumer rights protection in the Country; factors, which increase significance
of consumer issues in the policy agenda of the Country during the period of
profound social and economic changes; change in roles of citizen networks and
Civil Society Organizations in the consumer rights protection over the past
decade; best practices and success stories of the Country consumer movement.
Emphasis should be made to reflect on the following topics,
where possible: public consumer information development, independent consumer
testing system, mechanisms of dialogue between consumers and business, consumer
education and youth involvement.
4. Activities
In order to obtain this output the executor
should:
- Analyze the history of the consumer rights movement in the Country over
the past two decades and to show the major trends with emphasis on factors,
which influenced the effectiveness of consumer rights protection most of
all;
- Analyze existing models of consumer rights protection (CRP) in the
Country; to generalize on it from the perspectives of policy process and
consumer rights protection practices, to show the changing position of the
Civil Society Organizations in the CRP model of the Country;
- Analyze successful activities in the field of CRP in the Country from the
perspective of sustainability and importance for the process of European
integration, also concerning arrangements developing consumer culture among
people and their public consciousness;
- Analyze role of civil society (both in the form of organized bodies and
networking activities) in the consumer rights protection;

Prepare
the Presentation illustrated by slides (Power Point) according to analysis
results and deliver the Presentation to Organizational Committee
before
30th of November, 2006

Deliver
the Presentation on 7th of December during all-Ukrainian Consumer
Forum on 7th of December in Kiev.
5. Term of Implementation
It is expected that this assignment,
including the Power Point presentation, be completed within 5 working days.
Presentation should be delivered in Kiev, on 7th of December, in
English. 6. Qualifications and Requirements

Advanced University Degree in
a consumer relevant discipline: degrees in Law, Economics, Political Science,
Social Sciences and others ;

Minimum 5 years of
professional working experience in consumer rights protection area, dealing
with national and international issues;

Good understanding of the
consumer rights issues and personal commitment and dedication to improving and
strengthening the system of the consumer rights protection;
-
Experience in assessing
technical work in the filed of civil society development;
-
Familiarity with NGO sector
dealing with Consumer rights protection, knowledge and experience in the field
of justice and public access;

Scientific and analytical
skills;
-
Analytical experience;
-
Fluency in English; good
Russian or Ukrainian is an asset;

EU Accession country
national.
