I. Background
This position relates to the
Programme funded by the European Commission with an aim of Support to
establishing a comprehensive system of social services for young drug users. The
Programme “Support to establishing a comprehensive system of social services for
young drug users” is a joint initiative of EC and UNFPA launched in 2006. The
Programme’s goal to support the Government of Ukraine in developing and
strengthening the national system of Social Services for IDUs.
Developing a comprehensive
approach on drug abuse and HIV/STI prevention, and promotion of safe behaviour
among young people, including support for standards developing for social
services to IDUs. Models of social work to promote safe behaviour and prevent
drug abuse and HIV/STI spread will be developed and tested.
Training on various aspects of
social work for staff of Social Services for IDUs, concerned social workers from
the SSSFCY and representatives of the civil society
organisations.
Procuring service-related,
educational and data processing equipment for Social Services for drug
users.
Information campaign for safe
behaviour promotion and drug abuse prevention among youth
population.
II. Scope of
work
The objective of the work is
development of a detailed algorithm for conducting primary and secondary
prevention of drug abuse, HIV/STI to be used by social services.
The target groups of primary and
secondary prevention are:
- General youth population aged 14 -35 and
- Their family members, parents, friends, etc.
Specific
objectives:
- Development of methodology and algorithm (models) of primary and secondary
prevention of drug abuse, HIV/STI;
- Preparation of methodological recommendations in terms of contents and
implementation of the models to be used for prevention activities.
Models should include:
- Objectives and tasks;
- Contest of each separate model in accordance with objectives, tasks and
singularity of target groups;
- Interconnection between primary and secondary prevention;
- Conditions and particularities of migration from primary to secondary
prevention;
- Conditions and particularities of models use while conducting prevention
work;
- Detailed algorithm of models use for target groups;
- Requirements to personnel who will implement the models in future;
- Requirements to the process of models’ implementation, etc.
Models should be in line with
Programme tasks and objectives. Thus, their development should be performed with
imperative involvement and continuous consultations with representatives of the
State Social Services for Family, Children and Youth and United Nations
Population Fund in Ukraine.
The models are to be approved by
the State Social Services for Family, Children and Youth.
Time frame for work performance
is 3 month.
Expected results:
- Universal models of primary and secondary prevention of drug abuse and
HIV/STI aimed at IDUs, general youth population and their family members,
parents, friends are available and approved;
- Methodological recommendations in terms of contents and implementation of
the models while conducting prevention work.
III. Job
Requirements
- Confirmed experience of prevention programmes development; development of
models of primary and
- Secondary prevention of drug abuse, HIV/STI; elaboration of educational
programmes, methodological recommendations and manuals;
- Experience of cooperation with state and non governmental organizations to
develop prevention models and programmes, methodological materials,
educational programmes and manuals;
- Experience of cooperation with UN agencies and international humanitarian
agencies.
