Duties and responsibilities:
The Chief Technical Advisor will be employed by UNDP and will be responsible
for:
- Partnership between national executing agency and UNDP
CO, overseeing strategic planning and coordination of the project activities
to ensure that objectives are reached;
- Providing continuous assessment and analysis on the
achievement of project objectives and results;
- Providing technical advise on Leadership for Results
and Applied Human Rights activities within the ACT NOW Programme;
- Providing technical support and assistance to the
Government, UNDP and other parties in strengthening of the national
capacities to develop and sustain a sound response to HIV/AIDS epidemic;
- Interacting with UN Theme Group on HIV/AIDS technical
working groups and UNAIDS Technical Working Groups on IDU/STI;
- Assistance in the development of the national
guidelines and protocols in the areas of HIV surveillance, prevention, care
and support, monitoring and evaluation;
- Ensuring collaboration between key partners for
development, review and dissemination of technical resource materials on
strategic planning, surveillance, human rights policy, activities related to
the HIV prevention and care domain;
- Technical collaboration and exchange of information
and experiences among country regions and networks within the Ukraine;
- Promoting awareness and understanding of issues and responses related to
the HIV/AIDS epidemic in Ukraine;
Ensuring the exchange of knowledge on collection,
reproduction and dissemination of the national best practices examples.
- Facilitation of the training sessions for national professionals in
HIV/AIDS domain as needed/ requested;
Contributing to the meetings of the State AIDS Commission;
- Liaising with key governmental stakeholders, Country
Coordination Mechanism for the Global Fund and the ACT NOW Programming
Specialist on technical issues;
- Participating in the UN Theme Group on HIV/AIDS
meetings and the internal meetings of UNDP, as necessary;
- Representing UNDP at forums relevant to HIV/AIDS
issues;
- Performing other activities, as appropriate.
Qualifications for the post:
- Ph.D with a minimum of 5 years experience in a field
relevant to the position;
- Professional knowledge, background, skills and at
least 10 years of experience in the areas related of HIV/AIDS;
- Previous work experience dealing with national and
international projects on HIV/AIDS in the region and Ukraine;
- Experience with functioning of UN and UNDP systems
(relevant international experience is highly desirable);
- Ability to communicate and work with Ukrainian
stakeholders and international organizations;
- Strong organizational abilities and innovative
thinking;
- Networker and best-practices provider;
- Excellent writing and communication skills;
- Computer literacy;
- Strong interpersonal skills and ability to work under
pressure
- Fluency in English is highly desirable.
