Overview:
I. Background This position relates to the
Programme funded by the European Commission with an aim of Support to
establishing a comprehensive system of social services for young drug
users. The aim of the action is to support the Ukrainian Government in
developing of an effective national system of Social Services for IDUs
under the auspices of the governmental State Social Service for Families,
Children and Youth (SSSFCY). This system, inter alia, should be an
effective prevention instrument and serve the following tasks: provide the
target groups information on drug abuse and HIV/STI, render basic
sociomedical care, including harm reduction work, and promote safe
behaviour among IDUs and general youth population.
II. Duties and Responsibilities Under the
overall guidance of the UNFPA Assistant Representative and direct
supervision of the UNFPA Programme Manager the incumbent will organize and
perform all activities necessary for the successful implementation of the
Programme in the following areas of responsibility:
Functional Responsibilities:
- Assumes responsibility for the technical organization and daily
management of all Programme activities, in order to ensure the effective
use of the Programme resources, proposing cost savings and suggesting
results-based solutions;
- Assumes responsibility for technical organization and management of
all educational activities related to the Programme;
- Assumes responsibility for workshops preparation (preparation of
agenda, trainers hiring process, hotels booking, etc), conduction and
reports (follow-up and feedback) collection, participates in the
workshops monitoring and evaluation process;
- To organize and maintain a filling system for all documents received
and sent by the Programme;
- Assures smooth operational running of the project by means of
following UNFPA and EU established operational rules and procedures;
- Provides logistical support (travel arrangements, including visas,
tickets, etc) to the Programme team;
- Assist in procurement of equipment that is requested according to
Programme procurement plan;
- Contributes to the preparation of the Programme bulletins, promotion
materials and UNFPA Ukraine web-site update;
- Keeps and maintains correspondence, maintains regular and close
liaison with the National Partners of the Programme, in order to ensure
timely and adequate implementation of the Programme activities and to
provide effective follow-up;
- Prepares event and activity reports, field monitoring reports and
drafts annual Programme implementation reports;
- Examines relevant data flows including pre-screen desk appraisals,
field appraisals, national and/or local working agreements, results
evaluation, monitoring work sheets, disbursement recommendations and
reports received from partner institutions;
- Develops and manages the performance and impact assessment system
for the Programme in collaboration with other Programme personnel and
reports to the Programme Manager;
- Participates in external and internal meetings of UNFPA related to
the Programme, as necessary;
- Performs other activities as appropriate and requested by the UNFPA
CO Staff members, Programm manager and Operations manager.
III. Job Requirements
- Advanced degree in management/administration, health, social service
or international development.
- At least three years of practical experience in managerial work,
preferably managing international assistance activities, working with
national central and local administrations, senior government officials
and civil sector organizations. Positive recommendations from previous
employer(s) are mandatory.
- Awareness of basic HIV/AIDS-related issues.
- Experience working with the social services for young drug users is
an asset.
- Full proficiency in English, Russian and Ukrainian (for
understanding, writing and speaking).
- Excellent administrative/management skills.
- A solid understanding of the social, economic and political context
of Ukraine.
- Strong analytical orientation and sound judgment, initiative,
resourcefulness.
- Excellent presentation, communication and negotiations skills.
- Advanced PC user skills: MS Windows, MS Office, MS Internet
Explorer.
- Dedication to the United Nations principles and demonstrated ability
to work harmoniously with persons of different national and cultural
background.
Personal Characteristics:
- Show excellent interpersonal and communication skills, strong
organizational and time management skills as well as resourcefulness in
finding solutions.
- Demonstrate an ability to work with a wide cross-section of
partners: Government, NGO’s, communities, media and international
donors.
- Have excellent organizational behavior.
- Demonstrate knowledge of and complete comfort with computer
applications (including organization of public presentations on
PowerPoint).
- Possess excellent team working skills.
- Have ability to work under continuous pressure and meet deadlines.
- Be responsive, time and quality oriented.
- Be able to quickly master new rules and procedures.
- Be able to tackle a multitude of tasks simultaneously.
- Be kind and patient. Demonstrate a high degree of morale.
