Post Title: Expert on Monitoring and Evaluation

Duties and responsibilities:

The Expert on Monitoring and Evaluation will be employed by UNDP and will be responsible for:

• Create a monitoring and evaluation framework for the National Programme on HIV/AIDS and UNGASS commitments;
• Facilitate regular assessment of the current national and local activities;
• Assist in the development and implementation of the Global Fund proposal component regarding monitoring of the
• HIV epidemic and evaluation of the National Programme on HIV/AIDS;
• Provide technical support to the State AIDS Commission for strategic planning and evaluation of the National
• Programme on HIV/AIDS;
• Produce monitoring and evaluation reports for submission to the State AIDS Commission, GFATM and the UN Theme Group on HIV/AIDS;
• Provide case study reports and best practices;
• Liaise with the UNICEF/UNAIDS project on monitoring and evaluation;
• Facilitate training of specialists on monitoring and evaluation methodology at the national and local levels.
• Assure smooth operational running of the project by means of following established operational rules and procedures;
• Participate in data collection, analysis and maintenance of projects related data base;
• Assure that the progress reporting is done in timely and quality manner based on the requirements of the UNDP and project donors; 

Qualifications for the post:

• Master’s Degree with a minimum of 5 years experience or a PhD with a minimum of 3 years experience in a related field;
• Extensive experience in monitoring and evaluation of social and medical programmes;
• In-depth understanding of the HIV/AIDS situation in Ukraine;
• Fluency in Ukrainian and working knowledge of English;
• Strong computer skills are mandatory.
• Energetic optimistic approach to all possible problems;
• Excellent communication and writing skills.
