Title: Policy Advisor to the State AIDS Commission

The
Policy Advisor will be employed by UNDP and will be responsible
for:
-
Supporting the
Government in the development of appropriate policies and institutional
systems to facilitate implementation of the National AIDS
Programme;
-
Interacting
with senior policy-makers and encouraging policy dialogue;
-
Producing and
providing policy recommendations;
-
Identifying the
need for policy advisory groups and coordinating their provision of research
and policy papers;
-
Assisting the
Government in reviewing implementation of the National Programme on HIV/AIDS
in light of the UNGASS commitments;
-
Contributing to
meetings of the State AIDS Commission;
-
Liaising with
members of the State AIDS Commission;
-
Preparing
annual and quarterly work plans, updating them and submitting for clearance to
the National Programme Director and UNDP Office;
-
Providing
substantive quarterly reports to the National Programme Director and regular
feedback to the United Nations Theme Group on HIV/AIDS;
-
Participating
in the Theme Group meetings and the internal meetings of the UNCT and UNDP, as
necessary;
-
Traveling to
the programme sites;
-
Performing
other activities, as appropriate.
Qualifications for
the post:
-
Proven
track record of work with national and international organizations/technical
assistance projects;
-
Significant
work experience with HIV/AIDS programming at the national level (International
experience is desirable.);
-
Master’s
Degree with a minimum of 7 years experience or Ph.D with a minimum of 5 years
experience in a field relevant to the position;

Excellent
writing and communication skills;
-
Computer
literacy;
-
Good
contacts with key national stakeholders and international
organizations;
-
Fluency
in English is highly desirable.
