Duty station: Kyiv, Ukraine

Duties and Responsibilities:

Under the supervision of the National Project Director and in liaise with UNDP Office the incumbent performs the following:

  • Contribute to project implementation in line with project document and approved work-plans; monitor and manage ongoing project operationally; co-ordinate and participate in project execution activities and follow-up;
  • Assure proper operational, financial and administrative management in the project as well as adherence of all UNDP rules and procedures.
  • Assure that the progress reporting (substantive and financial) is done in timely and quality manner based on the requirements of the UNDP and project donors;
  • Participate in project budget related activities to ensure application of the appropriate operational rules and procedures;
  • Monitor expenditures and prepare financial reports and forecasts;
  • Facilitate the process of procurement and delivery of project goods and services;
  • Facilitate project recruitment and personnel management. Maintain project staff attendance records. Prepare TORs for consultants and new project staff. Assure due selection process is in place using mass media, participate in screening of candidates. Draft project contracts. Collect the documentation required for the recruitment and contract extension.
  • Organize finance accounting for the project. 
  • Maintain updated networks of project counterparts, contractors, consultants, suppliers, collect relevant information on best services and expertise providers.
  • Maintain contacts with UNDP COs on a variety of the operations related issues;
  • Maintain contacts with the national executing agency on a variety of the project related issues;
  • Monitor project inventory, attendance records, filing system, correct personnel management;
  • Extrapolate lessons learned from project activities and ensure horizontal exchange of knowledge; proactively disseminates lessons learned to media in partnership with the UNDP CO Communications Team;
  • Prepare annual and quarter project work-plans, write periodic progress reports and up-dates.
  • Assure project web-site update in relevant. Coordinate distribution of the project related information.
  • Assure that due security measures are in place with regard to the project office.
    Performs other duties as required.

Experience and Qualifications:

  • Mature judgement combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills; strong organizational and time management skills; resourceful in finding solutions;
  • Strong ideals to support national development in Ukraine and serve as a catalyst for human development and poverty reduction; 
  • at least 10 years of practical managerial and/or business development experience in the area of practical applications of project area, including experience in policy formulation (references required);
  • Ability to work with a wide cross-section of partners: Government, NGO’s, communities, media and international donors;
  • knowledge of Ukrainian legislative, policy and human resource issues as they apply to the project development area;
  • desire to make a positive change in Ukraine;
  • upwards of a Master’s degree in a relevant to the project field;
  • knowledge of the management principles and organizational behavior;
  • fluent Ukrainian, Russian, English;
  • excellent communication and writing skills;
  • ability to think clearly and precisely articulate are essential
  • knowledge of and complete comfort with computer applications is essential (including organization of public presentations on PowerPoint).
