- Project Title: UNDP Crimea Integration and Development
Programme (CIDP)
- Post Title: Team Leader, Economic Development Unit
- Duration: Until 31 December 2006, with a 3-months
probation period and the possibility of yearly extensions
- Duty Station: Simferopol, Crimea, with frequent travel
to project sites in rayons
Introduction:
The main goal of UNDP’s Crimea Integration and
Development Programme (CIDP) is to foster sustainable human development in a
manner that contributes to the maintenance of peace and stability in Crimea
through initiatives aimed at preventing interethnic violence and enhancing
peaceful coexistence among different ethnic groups.
This includes the following five
sub-goals:
- Promote good governance and integration by encouraging
citizens of multi-ethnic communities to actively participate in improving
living conditions in partnership with local authorities
- Reduce marked economic disparities between underprivileged
groups and the rest of the population by promoting income and employment
creation with special emphasis on entrepreneurship and small and medium
enterprise development
- Increase tolerance and social cohesion through education
and culture
- Improve quality and accessibility of basic infrastructure
and social services in needy areas
- Increase responsiveness to potential conflict areas
through the setting up of a Human Security Monitoring System
With the start of its 4th
phase, CIDP has been expanding its activities from the community to the policy
level. This has increased the number of staff members in the programme unit and
the complexity of the programme.
Responsibilities and
Duties:
The Team Leader, Economic Development Unit, will work
under the direct supervision of the Regional Development Advisor and the overall
supervision of the CIDP International Programme Co-coordinator. The economic
development unit currently consists of two specialists and three field
assistants.
The Team Leader will be responsible for the work of
CIDP’s Economic Development Unit, for managing and supervising its staff, for
providing technical assistance and managing CIDP’s interventions in the area of
rural economic development as described in CIDP’s programme strategy. S/he will
work with the Government of the Autonomous Republic of Crimea, local authorities
and community organizations to promote rural economic development and support
the successful development of a market driven agricultural cooperative sector.
More specifically, the Team Leader, Economic
Development Unit, will:
Further develop CIDP’s programme strategy in the
area of rural economic development taking into account the interests and views
of current and potential stakeholders of the programme. Develop funding
proposals for submission to donors. Pursue and exploit strategic opportunities
for new partnerships.
Manage the Economic Development Unit; guide and
supervise the staff of the unit as well as inputs from external
consultants.
Promote concept and methodology of rural economic
and cooperative development at different levels of governments (national,
republican, districts and Village Councils) and with community
organizations.
Provide technical support to the Crimean and
local level governments in the area of rural economic and cooperative
development.
Closely cooperate with other CIDP components to
support overall programme implementation and development.
Within his/her area of responsibility, the staff member
will
Develop, document and implement the details of
CIDP’s programme strategy as well as prepare policy papers for individual
aspects of this strategy.
Prepare the annual work plan and budget for the
implementation of CIDP’s interventions, manage the respective finances and
prepare budget revisions if required.
Coordinate activities with programme partners to
ensure timely and successful implementation of CIDP’s interventions. Ensure that
all stakeholders are well informed and fully participate in this undertaking.
Promote networking and experience sharing between programme stakeholders and
target groups.
Assess and identify training needs of partner
organizations. Organize and provide training to relevant actors to enhance their
capacity.
Identify experienced and qualified
organizations/experts for the implementation of certain aspects of CIDP’s
strategy. Prepare tender documents, Invitation to Bids and organize competitive
bidding for selection of the most suitable and competent firm/contractor/expert.
Check bills submitted by a firm/company, contracted by CIDP to deliver a task
related to the public service project, and prepare certificate of performance to
make a payment as per the contract.
Extract and document practical guidelines and
lessons learned from CIDP’s interventions for continuously improving CIDP’s
interventions as well as facilitating its application within the context of
other activities and programmes of UNDP in Ukraine and elsewhere.
Organize seminar and workshops to share
experiences on CIDP’s programme interventions with the partner organizations.
Make presentations to programme partners.
Provide timely inputs to the CIDP communication
unit for the preparation of quarterly and annual progress as well as final
reports to donors, CIDP management and UNDP. Provide technical inputs for the
preparation of high-quality funding proposals to donors.
Monitor progress of programme activities and
regularly report to the Regional Development Advisor and the International
Programme Coordinator. Maintain proper electronic and paper filing
systems.
Moreover, the specialist will
Cooperate with and assist other CIDP colleagues
in the implementation of related activities.
Perform other duties as assigned by the
International Programme Coordinator.
Qualifications:
Master’s degree in agriculture, (rural) economics
and/or related fields.
At least five years of practical experience in
the sphere of (rural) economic development, cooperative development and
agro-businesses, preferably both at the community and policy levels.
Capacity to promote CIDP objectives, motivate
people and build relationships with partners, authorities and other
stakeholders.
Excellent interpersonal and supervisory
skills.
Sound analytical, organizational, project
management and negotiation skills and the ability to conduct training and
workshops/seminars.
Proven ability and skill to work under high
pressure, with strong delivery orientation.
Excellent command of English (Russian or
Ukrainian are assets) languages and of word processing, spreadsheet and other
computer programmes.
Excellent writing, presentation skills and
communication skills.
Ability to work effectively in a multi-cultural
team
Affinity with United Nations mandate and
principles.
