BACKGROUND:
The project “Consumer Society and Citizens Networks”
was designed to assist the efforts of the Government of Ukraine and civil
society organizations in Ukraine in promoting consumer rights and economic
empowerment through capacity building of non-governmental organizations to
provide access to good economic governance according to EU standards, and common
practices and in enhancing civil society role, in particular non-governmental
organizations, in promoting implementation of the sustainable consumption
patters.
The role of Governments in the
protection of consumers in the modern market remains vital, in particular in the
areas of policy-making, legislation and the development of institutional
capacity for the enforcement of consumer law. In Ukraine, Law “On protection of
the consumers’ rights” adopted on 12 May, 1991, Law “On food safety and
quality”(1998) are intended to elaborate policies and legislation in order to
protect the consumers in such areas as health and safety, access to goods and
services, and measures for redress.
There were created more or less sufficient legal
framework for consumer protection and for NGO movement in Ukraine which establishes a means to
develop, implement and monitor policies and programmes for consumer protection.
At the same time, consumers usually are un-protected while confronting with the
state bodies, state or private producers and service providers. Mostly, this
situation is descent form absence of the mechanisms for implementation
legislative norms. The project will be aimed at improving the system of
consumers rights protection, the focus will be made on building capacity of
consumer rights protection consumer society organizations (CSOs) and their
networking, building partnerships among business, citizens, their associations,
media and state bodies responsible for consumer rights protection and
strengthening the system of consumers’ access to judicial power.

Duties and Responsibilities:
In close consultations with UNDP,
EC, national project partners, and NGO sector, and under the supervision of the
Project Manager, the Training Expert will undertake the following tasks and
responsibilities:
Responsibilities:
- Prepare training/ capacity building plan, prepare the
organizational set-up for training on consumer rights protection and
involvement of the civil society organizations into the process;
- Design appropriate training programmes as envisaged by
the project document to ensure the deliverables of the project’s outputs;
- Assist in conducting analysis and preparation the
assessment reports as well as position papers or policy briefs on capacity
needs in area of consumer rights protection;
- Be responsible for planning, managing and implementing
training plans and initiatives of the project and in the delivery of expected
results in the concerned subject area or portfolio;
- Give support in the development of methodological
materials and training packages; prepare and market training courses for wider
access by Governments, NGOs and other interested development organizations;
- Manage the training events and related resources, in
consultation with the Management, for achieving results in line with the
outputs and activities outlined in the project document;
- Assist in the organization of all logistics for
Project Study Tours and other Project related travel;
- Ensure maintenance of sound filing system for the
justice training project component;
- Coordinate the work of the external trainers;
- Mobilize technical expertise from the “Consumer
Society and Citizens Network” for organizing training courses;
- Prepare monitoring system to measure performance as
well as impact assessment of training on national/civil society organizations
at the regional and local level;
- Assist the Project Manager to co-ordinate and manage
all substantive, administrative and financial issues regarding the Project’s
training activities;
- Provide initiative and assistance in advocating
programme objectives, and in assuring that all interested parties are well
informed about the programme activities and goals;
- Form network of experts and institutions that are
prominent in the area of consumer rights protection and mobilize expertise and
support for successful implementation of capacity building initiatives;
- Lead the process of knowledge creation and
dissemination in the subject area and participate actively in regional and
global networks of UNDP/EC;
- Ensure timely preparation of the training component’s
Quarterly Work plans/ Progress Reports/Budget Forecasts;
- Perform other duties as assigned by management.
Qualifications:
- Advanced University Degree in a
relevant discipline: degrees in Education, Economics,
Political Science, International Relations or Social Sciences;
- Minimum 5 years of professional working experience in
designing training courses/curricula for diversified target groups; experience
as a trainer or a facilitator would be preferred
- Good understanding of the consumer rights issues and
personal commitment and dedication to improving and strengthening the system
of the consumer rights protection;
- Experience in assessing technical work in the filed of
civil society development;
- Skills to ensure good communication with the Project
Partners and other stakeholders of the relevant field and in general good
intercultural communication skills;
- Ability to show initiative and work in team;
- Fluent to communicate effectively
in English, Ukrainian and Russian, both in writing and in oral
form.
