Administrative

General Functions: Under the direct supervision of the Administrative Officer (AO) and overall supervision of the Chief of Mission (COM), the incumbent will be responsible for the effective budgeting for the IOM Mission in Ukraine and implementation of IOM’s procurement policy as well as providing other administrative functions as assigned by the CoM and the AO.

Specific Functions:

  • Prepares various statistical/budgetary analyses, and ad hoc reports as required by the COM and the AO;
  • Tracks and reviews the Mission’s budgetary process through the Resource Management System Program;
  • Implements budgeting functions for the mission projects;
  • Involved in vehicle management (collects log sheets for all IOM vehicles, tracks gas usage, works with fuel suppliers);
  • Signs all mission vouchers in place of the COM and brings up any concerns with the COM and the AO;
  • Negotiates contracts with vendors, suppliers and other partners;
  • Supervises the maintenance of the Mission’s contracts database;
  • Collects and tracks all contracts in the Mission;
  • Maintains the Asset Inventory List of the Mission and ensures it is kept updated all the time this includes the proper recording, coding and tagging of all assets of the Mission;
  • Responsible for the day-to-day procurement requirements of the Mission;
  • Source and evaluates local vendors for the Mission in accordance with IOM Procurement policies and procedures:
  • Maintains accurate records of all tenders, quotations and activities taken in association with all procurement:
  • Cooperate with UN Agencies in common services and identify areas where services can be improved and cost reduced.
  • Perform such other duties that may be assigned.

Desired qualification:

  • University degree, preferably in Accounting/Business Administration, or a professional qualification with an accounting or financial orientation.
  • Three years experience in finance, accounting and administration.
  • Knowledge of human resources management an advantage.
  • Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities.
  • High level of computer literacy, in particular, experience in computerized accounting systems and software. Good knowledge of MS Office specifically EXCEL.
  • Knowledge of IOM accounting systems, software and procedures a distinct advantage.
  • Good communication skills.
  • Good analytical skills, including the ability to analyze financial information and examine documentation and reconcile discrepancies.
  • Strategic and creative thinking.
  • Personal commitment, efficiency, flexibility, drive for results.
  • Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds.

Languages:

  • Fluent Ukrainian, Russian and English.
