Drug Demand Reduction Component Manager

Terms of Reference

  • Title: Drug Demand Reduction Component Manager
  • Location: Kiev, Ukraine
  • Duration: April 2006 – October 2006
  • Duties and Responsibilities:

Under the overall supervision of the Regional Programme Coordinator in close collaboration with UNDP, in collaboration with the concerned Ukrainian authorities the Drug Demand Reduction Component Manager will perform the following:

  • Be responsible for the operational management of the component of the BUMAD programme and delivery of results, in accordance with the project document, work plans and other agreements;
  • Provide the professional platform for networking and partnership building with the government, local authorities, non-government and international development organizations or projects;
  • Coordinate the activities of different stakeholders involved in the project component activities;
  • Develop and manage the performance and impact assessment system for the project component.
  • Make necessary arrangements for the EU Experts missions, advise the stakeholders on all aspects of mission programming and logistics;
  • Make necessary arrangements for regional workshops in the area of the component concerned;
  • Provide training on management of project budget and reporting for the local staff in Belarus.
  • Ensure that project funds are available when needed and disbursements achieved as per assigned component work plans.
  • Work in close cooperation with the Focal Points in Belarus and Moldova on establishing and maintaining standard programme procedures;
  • Provide support and expertise for the NGO networking component in Belarus, Moldova and Ukraine by establishing a platform in line with the Police Prevention strategy through creating a wide cross-section of partners: Government, NGO’s, communities, media and international donors
  • Ensure visibility of EU cooperation/presence in the daily implementation of the programme component;
  • Provide through on-line progress reporting continuous analysis of the achievements;
  • Interact with UN Theme Group on HIV/AIDS technical working groups and UNAIDS relevant Technical Working Groups;;
  • Perform other duties as required.

Qualifications for the post:

  • Knowledge of the management principles and organizational behavior;
  • Ability to work with a wide cross-section of partners, Governments, NGO’s, communities, media and international donors;
  • Minimum of 3 years experience in a field relevant to the position;
  • Previous work experience dealing with national and international projects on drugs prevention in the region;
  • Experience in planning and managing international technical assistance programs, including direct responsibilities for administering of project’s budget
  • Knowledge of EU and UNDP systems;
  • Ability to communicate and work with Ukrainian stakeholders and international organizations;
  • Computer literacy;
  • Strong interpersonal skills and ability to work under pressure;
  • Fluency in English, Ukrainian and Russian is a must.
