United Nations Development Program Office is seeking a highly qualified professional to fill in position of

Administrative/Finance Assistant

  • Duration of employment: initially 3 months with further extension
  • Full time.
  • Duty station: Kiev, Ukraine
  • Reports to: Project Manager
  • Duties and Responsibilities:
    • Maintain day-to-day management of administrative and financial operations of the Project in accordance with the UNDP rules and regulations and relevant manuals;
    • Support and organize the implementation of the Project Work Plan outlining, according to the outlined responsibilities of each staff member;
    • Prepare and manage operational budget, maintaining all relevant records; assist in development of the Project’s budget;
    • Prepare all requests for financial authorization of incurred costs to UNDP CO in accordance with the approved project budget;
    • Process payment requests and payments within the scope of the granted financial authorization;
    • Prepare and submit accurate financial reports, including monthly and quarterly disbursement reports and financial reports for donors;
    • Provide administrative support needed for implementation of the Project activities, including personnel matters, attendance, travel arrangements and organizing, office maintenance, reception/registry, procurement, contracting, communications, inventory, etc.
    • Facilitate Project recruitment and personnel management. Maintain project staff attendance records. Prepare TORs for consultants and new project staff. Assure due selection process is in place using mass media; participate in screening of candidates; draft project contracts. Collect the documentation required for the recruitment and contract extension;
    • Maintain accurate electronic and paper filing, records and data systems;
    • Provide full support to project evaluation and audit missions;
    • Collaborate with UNDP Business Center on all Project administrative and finance issues as needed;
    • Perform other duties as assigned by the Project and/or UNDP management;
    • Contribute to project implementation in line with the Project’s documents and approved work-plans;
    • Participate in preparation of reports on Project activities.
    • Assist the Project and experts in conducting activities on national, regional, local and international levels.
    • Ensure and support monitoring of current project operations;
    • Observe and implement NEX procedures and rules related to administrative and personnel matters, ensure compliance with applicable rules;
    • Monitor the Inventory Records of PMUs, ensure proper equipment maintenance, provide advice on efficient procurement of needed supplies;
    • Administer procurement activities, placing timely office supply orders and managing contracts for office equipment and appliances maintenance;
    • Handle correspondence related to general administration and personnel matters;
    • Provide interpretation and written translation services upon request;
    • Provide upon request other administrative and support services within competence and outlined job responsibilities to assist in effective implementation of the Project.

    6. Experience and Qualifications:

    • Minimum diploma in Economics/Business Administration or related fields
    • At least three years of practical experience of working within the fields of administration and finance and/or other related fields
    • Excellent management, organizational and communication skills
    • Advanced computer skills, including word processing (Word), spreadsheet (Excel) and data management programmes and ability to quickly learn new applications
    • Ability to work in a team, creative and problem-solving disposition, willingness to take initiative, good inter-personal skills
    • Ability to speak and write in English, Russian and Ukrainian (preferred)
    • Proven knowledge of economic policy issues in Ukraine
    • Previous experience of working for nation-wide programme(s) funded by UNDP an asset
