Organizational Unit EURO Regional Office for Europe Division of Country Support (DCS), Operations in Countries (OIC)

Objectives of the Programme The WHO Country Office inspires the Member State in shaping its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO helps the country to improve its health system and provides technical support as necessary. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the Country and its corresponding work-plan. Under close supervision from the Director of Division Country Support, WHO Country Office administers, consolidates, manages and enhances WHO collaboration in the country including all resources (both, WHO regular budget and extra budgetary activities) deployed in the country either permanently or temporarily (from the Country Office staff to the Humanitarian Assistance and specific technical programme-related teams) to maximise WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.

Description of duties To be responsible for the operational direction and the effective co-ordination of all WHO personnel and activities "in situ", whether they are programmed (Biannual Collaborative Agreement, BCA), exceptional (EHA) or of any other nature, including activities financed through extra budgetary resources, while following-up the implementation of the BCA by the corresponding units. To lead in receiving, giving functional shelter, channelling and supporting of all types of WHO presence in the country. To facilitate representing WHO in the country and assist in managing the WHO country Office in all aspects of administration and finance with the given authority. To contribute to identification in collaboration with the country priority areas in health for inclusion in Biennial Collaborative Agreement and to provide an advisory role in health sector development and intersectoral issues for health. To assist in providing the Government with information and explanation on the policies of the governing bodies of WHO. To contribute to continuous updating of situation analyses and related health needs in the country. To participate in collecting from the country its priorities proposed for the BCA and for any type of collaboration and negotiation with WHO. To assist in certifying the correct implementation of all tasks and activities carried out under WHO financing. To contribute to strengthened voice of WHO in the country at all levels while coordinating with other development agencies. To link with institutions and associations concerned with health, including non-governmental agencies and scientific bodies for exchange of information and coordination of activities. To help the Government to identify and coordinate available or potentially available external resources.

Education

  • ESSENTIAL: University degree in medicine, public health or social science.
  • DESIRABLE: Master in Public Health. Postgraduate training in health management.

Competencies

ESSENTIAL: Knowledge of WHO programmes and policy. Ability to contribute to the guidance of country activities within a framework of broad objectives and guidelines. Ability to work harmoniously as a member of the team and maintain high standard of personal conduct. Ability to launch and run activities in new fields. Demonstrated skills in leadership, management and negotiations.

  • DESIRABLE: Skills in advocacy for health and motivating partners inside and outside WHO.

Experience

  • ESSENTIAL: Minimum 8 years of relevant work experience at national level in managing health programmes/systems.
  • DESIRABLE: General managerial experience at national level.

Languages

  • ESSENTIAL: Good knowledge of English and the local national language.
  • DESIRABLE: Knowledge of Russian, French or German an asset.

Annual salary (Net of tax) USD 25,756 * at single rate.

* Plus non-pensionable supplement of 15,255 Hryvnia.
