A. Job Summary
Job Title: Financial Administrator
Duration: initial 1 year contract
with 3 months probation period. It is expected that the project will run for an
initial two years before extending into a Full Project for a further three year
period. It is expected that every effort will be made to provide continuity of
support to the project through an extended assignment during this five year
period. Extension, if any during this period, is subject to performance, funding availability and
applicable provisions of staff rules and regulations.
Terms and Conditions: The
incumbent will be recruited under a UNDP SSC for the 3 months probation period.
Subject to the
performance and funding availability the contract will be extended to a Service
Contract for the duration of the year.

B. Background
Information
This is a UNDP-GEF Regional project which partners
the Governments of the Republic of
Belarus, the Russian Federation and Ukraine.
This PDF B project provides the link between the
previous GEF investment in the Dnipro Basin, the development and country
adoption of the Dnipro Basin Strategic Action Program, and the future GEF
support to a Full-Sized Project Proposal to directly address the priority
International Waters issue of industrial chemical
pollution.
The PDF B
Proposal (2005 – 2007)
The objective of the PDF B project is to prepare the
Full-Sized Project Proposal that will reduce transboundary industrial chemical
pollution in the Dnipro Basin.
The PDF B project will prepare detailed costed
proposals for a number of pilot investments in implementing cleaner production
technologies in existing small industries currently discharging through
municipal waste systems. In addition the PDF B will review the options for
establishing a regional Cleaner Production Centre, to assist companies in
rationalising their production processes while saving money on raw materials,
energy, water and water treatment.
The PDF B will also prepare parallel proposals for
supporting the institutional development of the SAP management bodies, to
supervise and implement activities in the SAP, as well as proposals dealing with
the regional issues of transboundary monitoring and harmonisation of
environmental legislation with that of the EU.
Finally the PDF B will carry out a review and update
of the Stakeholder Analysis, informally carried out under the previous phase of
GEF assistance. The PDF B project will prepare a comprehensive Project
Monitoring Plan, backed by a detailed LFA, an Incremental Cost Analysis and
overall project budget.
C. Specific
duties:
The
Financial Administrator’s principal task is to assist the Project Management
Unit(PMU) with implementing the Project work plan. The Financial Administrator
will provide administrative support to programming and activities organized by
the PMU and the regional country offices. The Financial Administrator will work
under the direct supervision of the Project Manager. The duties of the Financial
Administrator shall include the following:
- Prepares administrative and operations/finance related
correspondence;
- Prepares and maintains project files, work-plans, reports
and records relating to a variety of topics for information and reference;
- Assists with the drafting of contracts, monitors
contractual activities;
- Facilitates missions of project consultants and project
staff;
- Provides financial monitoring over project commitments and
expenditures, assists in assuring proper project delivery;
- Monitors requirements for goods, services, equipment and
supplies for project needs;
- Makes arrangements for ordering, shipment and receipt of
project supplies and equipment;
- Prepares, maintains, updates inventory cards and inventory
lists for non-expendable equipment;
- Monitors maintenance of project premises and equipment;
- Assures proper security standards over project premises,
equipment and documentation;
- Assists project staff on a variety of
administrative/operational issues;
- Maintains contacts with UNOPS, UNDP and the governments of
Belarus, Russia and Ukraine on a variety of administrative/operational
matters;
- Travels within the region of project activities on
assignment;
- Participates in project advocacy and mass-media related
activities;
- Performs other duties as
required.

Essential knowledge and experience :
- At least three years financial and/or administrative
experience working with international organizations;
- Background experience with environmental organizations is
not essential but would be an asset;
- Maturity and ability to work independently with a minimum
of supervision;
- Full fluency (spoken and written) in English, Ukrainian
and Russian;
- Valid international
passport.
Qualifications :
- Degree from a recognized Institute in either of the
following disciplines: business, finance, economics, international relations,
social sciences or development studies.
