professional to fill in position of
UN Communications Officer
Terms of Reference
- Post title: UN Communications Officer
- Location: United Nations Office, Ukraine
- Reporting to: Head of UNDPI
Under the day-to-day management of the Head of DPI, the UN Communications
Officer supports the RC, the UN Country Team and the Department of Public
Information and UNDP by discharging the primary responsibility for publications
coordination and management, and as an integral member of the team promoting the
activities of the UN system in Ukraine. This falls into two
main categories: general public /media and government/donors.
UN PR (general public, media)
- Within the framework of the UNCT communications
strategy, prepared by the Communications Team leader, the UN Communications
Officer devises and manages the publications action plan;
- Manages international publications dissemination and
press coverage for UN Ukraine (and as UNDP Publications Focal Point).
- Coordinates preparation of the RC/UNCT and UNDPI
Newsletters on a regular basis;
- Produces quarterly bulletins on UN activity for wider
audience, focusing on human interest stories and real benefits of UN work to
people;
- Produces UN 60 Anniversary publications;
- Supports the RC and UNDPI in advocacy messages
drafting, speeches, press releases, briefing notes and editing assignments;
- With the support of ICOG keeps UN agency content on the website updated,
and produces the UN System in Ukraine compendium. Also updates
content on the UNDP Ukraine web site.
Government/Donor/partner relations
- Promotes UN system public information and advocacy
with key government and international partners by building contacts with press
departments and meeting regularly, identifying opportunities for joint
activity;
- Keeps abreast of local developments and key decisions
as well as key political/economic/social trends. Produces weekly reports and
occasionally daily ones;
- Reports to the Head of UNDPI and UNCT on public
perceptions of the information about UNCT core messages and activities, and
especially on remedial actions that might be required, if necessary.
- Additional support to the UN system outside Ukraine
- Provides support to regional communications campaigns
and initiatives;
- Ensures crisis reporting and analysis including
preparation of SITREPs;
- Provides best practice advice on publications management (planning,
structure, production).
Competencies and experience
- Excellent communication, planning and organizational
skills
- Substantial PR management experience
- Ability to deal with high level representatives in
various sectors

Proven ability to produce quality results and manage
diverse team under pressure
- Strategic understanding of UN role
- University degree in International Relations,
Journalism or similar
- Fluency in English, Russian and/or Ukrainian
