Project Title: Governance of HIV/AIDS
Post Title: Chief Technical Advisor on HIV/AIDS (CTA)
Duration of employment: 1 year with possibility of extension for another 2
years

Duties and responsibilities:
The
Chief Technical Advisor will be employed by UNDP and will be responsible
for:
- Maintain continuous dialogue with the Government and other key partners to
provide knowledge based advisory services and to ensure proper integration and
co-ordination of project with other related development efforts;
- Advocate, promote awareness and understanding of issues and responses
related to the all important goals which Ukraine has committed to at the
Millennium Summit and other global conferences; promotes clarity and
understanding on the role and issues of UNDP; represent project accordingly at
public events;
- Contribute to national development documents in the thematic/sectoral
areas of project;
- Lead project team and provide professional opinions in areas of expertise.
Build partnership between national executing agency and UNDP CO, overseeing
strategic planning and coordination of the project activities to ensure that
objectives are reached;
- Provide continuous assessment and analysis of the achievement of project
objectives and results;
- Provide technical support and assistance to the Government, UN Country
Team, UNDP and other parties in strengthening of the national capacities to
develop and sustain a sound response to HIV/AIDS epidemic;
- Interact with UN Theme Group on HIV/AIDS technical working groups and
UNAIDS relevant Technical Working Groups;
- Assist in the development of the national guidelines and protocols in the
areas of HIV surveillance, prevention, support, monitoring and evaluation;
- Ensure collaboration between key partners for development, review and
dissemination of technical resource materials on strategic planning,
surveillance, human rights policy, activities related to the HIV prevention
domain;
- Ensure technical collaboration and exchange of information and experiences
among country regions and networks within Ukraine;
- Promote awareness and understanding of issues and responses related to the
HIV/AIDS epidemic in Ukraine;
- Ensure the exchange of knowledge on collection, reproduction and
dissemination of the national best practices examples;
- Facilitate training sessions for national professionals in HIV/AIDS domain
as needed/ requested;
- Contribute to the meetings of the State AIDS Commission;
- Liaise with key governmental stakeholders, Country Coordination Mechanism
for the Global Fund and the ACT NOW Programming Specialist on technical
issues;
- Represent UNDP at forums relevant to HIV/AIDS issues;
- Catalyze mobilization of additional cost-sharing resources from the
government, donors and other partners to fully leverage UNDP’s resources in
the project;
- Develop partnerships with other individuals and organizations to ensure
wide participation in development issues that UNDP is addressing; UNDP’s most
valuable resource -knowledge – to be shared widely;
- Maintain relationships with donors and present a clear analysis of how
their financial support has contributed to the results they requested and
promote the programme to new donors;
- Mobilize resources for the program to meet the overall objectives.
- Perform other duties as required.
8. Qualifications for the post:
- Knowledge of the management principles and organizational behavior;
- Ability to work with a wide cross-section of partners, Governments, NGO’s,
communities, media and international donors;
- PhD with a minimum of 5 years experience in a field relevant to the
position;
- Professional knowledge, background, skills and at least 10 years of
experience in the areas related of HIV/AIDS;
- Previous work experience dealing with national and international projects
on HIV/AIDS in the region;
- Experience in planning and managing international technical assistance
programs, including direct responsibilities for administering of project’s
budget;
- Knowledge of UN and UNDP systems (relevant international experience is
highly desirable);
- Ability to communicate and work with Ukrainian stakeholders and
international organizations;
- Strong organizational abilities and innovative thinking;
- Networker and best-practices provider;
- Excellent writing and communication skills;
- Computer literacy;
- Strong interpersonal skills and ability to work under pressure
- Fluency in English is a must; Ukrainian and Russian are highly
desirable.
