UNITED NATIONS DEVELOPMENT PROGRAMME IN GEORGIA invites applications from qualified experts for the post of Expert on Hydropower Energy.

The Hydropower Plant Edisi shall be constructed in accordance of the available flows of Didi Liakhvi River. The objective of this project is to revise the previous construction works and quality of the equipment procured before previous stage, provide a design for completion of the plant along with full cost estimation, prepare the necessary documentation for tender bidding and provide supervision and monitoring services during the implementation of the project.

Project Description:

A. Background

After the break up of the Soviet Union, Georgia embarked on the road of building a new democratic society. In comparison to other post-soviet countries, for Georgia the transition from a centrally planned to a market economy turned out to be more difficult. Like other post-soviet countries, Georgia had experienced the collapse of its national economy, the exacerbation of social problems and rising levels of crime. However, in contrast to other countries, Georgia has also suffered from civil wars in South Ossetia and Abkhazia, and tensions within its society and plethora of other problems. Seventy years of Soviet rule have left their mark on every sector of Georgia’s economy and social life, including the sector of infrastructure with all its components: — water supply, energy, roads and bridges, communication and etc. Almost immediately after the dissolution of the former Soviet Union independent Georgia was plunged into political turmoil and a civil war. The Government de facto of South Ossetia declared sovereignty in August 1990 and this resulted in the first conflict in Georgia.

The conflict resolution process continues through the mechanism known as the Joint Control Commission (JCC) of which United Nations Organization is presented by UNHCR (observer status) as member. The JCC is sponsored by the Organization for Security and Cooperation in Europe (OSCE). The JCC, being the non-political framework of the Georgian-Ossetian conflict settlement mechanism, deals with military and security issues, economic rehabilitation, refugees and IDPs.

The Organization for Security and Cooperation in Europe (OSCE) has been involved in South Ossetia since 1992. In addition to their monitoring role in peace-keeping and other fields of activities OSCE has contributed to the process of reconciliation through economic rehabilitation. Namely, OSCE has assessed the economic potential and possibilities of South Ossetia and based on EU funding (2mln USD) UNDP launched its project for infrastructure rehabilitation assistance in 1996.

B. Technical Data:

Location:

The Hydropower Plant Edisi-2 is located in 50km North from Tskhinvali town and 5km from Trans-Caucasian mainline. The site is situated at 1565.5m above the sea level.

Maximum – 0.7m3/sec

Minimum – 0.4m3/sec

Diameter of pipes used for water supply:

D – 820mm

D – 630mm

2. Plant output

Installed capacity – 1500kWh

Available power – 1000kWh

The average yearly output – 6.1mil kWh

A hydro-turbine with a generator should be installed in the power plant.

Equipment already procured:

1. Horizontal hydro-turbine – 1 unit

2. Synchronous horizontal hydro generator – 1 unit

3. System of automatic control

Work executed previously:

The construction of the underground part of the machine department is partly completed. It represents a monolithic massive reinforced concrete plate, which works at the same time as a supporting base for the over ground part. Water receiving pipes, channels and a pipe for emergency water discharge are arranged as well. Some metal constructions are assembled already on the ground and the framework of channels and beams is mounted as well.

Expected results after completion:

This output can supply with electric power approximately 17 mountainous villages with population of about 2000-2500 people residing in upper part of Didi Liakhvi River, and provide electricity to the mineral water bottling plant “Bagiati” as well.

Background:

The United Nations Development Programme (UNDP) in Georgia is the Implementing Agency for the Rehabilitation Project in the zone of the Georgian- South Ossetian conflict. The Project is funded by EU in strong collaboration and assistance of OCSE and UNHCR.

The construction of HPP Edisi-2 is one of the main and complex activities and it shall be constructed in accordance of the available flows of Didi Liakhvi River. The objective of this project is to revise: the previous construction works, quality of the equipment procured in previous stage, and the design for completion the plant along with full cost estimation; prepare the necessary documentation for tender bidding and provide supervision and monitoring services during the implementation of the project.

Job Summary:

Under the overall supervision of the UNDP Georgia Deputy Resident Representative and Programme Analyst and the direct supervision of the Project Manager, and as a temporary member of the Project Implementation Unit his/her daily work will be coordinated with the National Project Experts and other members of the project team. The Expert will prepare an Evaluation Report on the Hydropower Plant Edisi-2 that will comprise the following:

  • Detailed technical and financial expertise of the existing documentation
  • Detailed appraisal of the previously implemented construction works and materials (design, quality, expenditures)
  • Determine the additional works to be completed (design, Bill of Quantity, budget, environmental impact, etc)
  • Depending on the needs, support further project preparation and commissioning;
  • Provision of advice on the changes needed in the institutional, legal and regulatory framework to support investments in hydro power energy, by drawing from the experiences and lessons learned in other countries;
  • Establishment of contacts between the local hydro power developers and potential local and international investors and vendors

    In result of the provided expertise the Expert is to present his/her detailed report on completion of the Hydropower Plant Edisi-2 based on the proposed design together with related time frame, budget and implementation work plan.

    Qualifications/Requirements:

    • MSc in Hydropower Engineering or related subjects, with substantive knowledge of energy and environment
    • Good knowledge and experience in Hydro Energy sector projects financing in Caucasus and in countries with economies in transition, involving international investors and financing institutions;
    • Full working knowledge of spoken and written Russian and English, including the ability to draft and edit project documents, correspondence and briefings.
    • Good knowledge on energy technologies and experiences and lessons learned in other countries in promoting Hydro Power Energy projects;
    • High sense of responsibility, practicality and creativity and excellent communication skills are important assets;
    • Affinity with the mandate and role of the United Nations
    • At least 10 years of experience in related area

    Competencies:

    • Strong networking skills and demonstrated ability to liaise and involve partners including government officials, scientific institutions, NGOs and private sector.
    • Experience with international organizations/projects/programs.
    • Effective communication with staff at all levels of the organization and competence in handling external relations at all levels.
    • Excellent analytical skills.
    • Capability and willingness to work in a harsh climate areas, under deadline pressure and to take on a range of tasks.
    • Self-motivation and ability to recommend options for resolutions of issues.

    Technical Skills:

    • Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation software packages.

    Remuneration and Special Conditions:

    A SSA contract for 45 days will be issued and could be extended if there are delays to the process and with agreement of parties.
