The justice system of Ukraine and its structure are
undergoing a process of Judicial Reform. After the introduction of the new
Constitution in 1996, a so called small judiciary reform was adopted through the
amendments of 13 laws affecting the judicial system, the status of judges and
the judicial self-administration. Within the Judicial Reform special attention
is given, inter alia, to the Judicial Organization. The Arbitrage system was
substituted by the establishment of a specialized Commercial Courts system, at
whose peak stands the Higher Commercial Court.
On February 7th 2002, a new Law on the Organization of the
Courts has established a new State Agency – called State Court Administration
(SCA) — which had been given the governance of the administration of the Courts
of each jurisdiction. An Academy of Judges, in charge of pre-service and
in-service training/education of judges was created, under the SCA. Three new
procedural Codes (Administrative, Commercial and Criminal) are expected to see
the light in the current year or at the beginning of 2005.
The implementation of the reform is being carried out
gradually over a certain period of time. A five year transitional period was
provided as sufficient term to carry out the necessary reform and to adopt the
necessary legislation. Such a course of action was preferred over the
simultaneous introduction of the reform throughout the country because of the
considerable innovations foreseen, as well as the sizeable organizational,
administrative and financial requirements. The prevailing consideration,
however, relates to the strong desire of the entities involved in the
introduction of the reform to ensure the success of the undertaking and the
achievement of its objectives.
Programme Overall Objectives
To support the reform of the Judicial System of Ukraine, to
promote more effective legal redress through:
- Reform of the Arbitration Courts System to specialized
Commercial Courts;
- Assistance to Court Administration in creation structures
needed to become operational;
- Assistance to Court Administration in establishing
training for judges of all Judiciary branches.

Duties and
Responsibilities:
Under supervision of the Project Team Leader and in
close consultations with the EC, UNDP and national project partners, the
incumbent will perform a variety of specialized tasks in administration and
finance functions of the project to ensure timely and efficient support to
programme related activities:
Responsibilities:
- Interpret and implement UNDP and EC financial
procedures and ensure their compliance;
- Prepare the Quarterly Financial Forecast and Financial
Reports;
- Assist the Team Leader in compiling Sub-Programme
Quarterly Financial Forecast and Financial Reports;
- Certify availability of funds and ensure that the
activities are in line with the approved workplan and budget levels;
- Monitor regularly the programme budget, provide timely
advice to the Team Leader on fund limitations and obtain approval of budget
revision(s) from UNDP;
- Prepare budget revisions per established rules;
- Ensure accurate book-keeping of quarterly advances and
prepare reports, where relevant;
- Prepare RDPs and monitor payment status;
- Maintain Petty Cash;
- Keep a filing system of financial documents and
reports;
- Handle correspondence related to financial matters;
- Brief project staff on financial matters, interpret
revised procedures and practices;
- Assist the Audit and prepare necessary documents;
- Perform the duties of receiving goods and ensuring appropriate segregation
of duties in receiving and maintaining the inventory records.
Qualifications:

The
Finance/Operations Expert
should be a university graduate; background in accounting or finance will
be an asset.
- Practical experience in the field of finance and
accounting as well as previous experience of working for nationally executed
programme(s) funded by UNDP or EC will be an asset.
- An excellent command of English and Ukrainian
including writing skills is mandatory.
- Mature judgment with a proactive, energetic approach
to problem solving.

Excellent
interpersonal and communication skills, strong organizational and time
management skills are a must.
- PC literate
- Ability to show initiative and work in a team is a
must.
- The candidate should not be civil servant or other staff of public
administration.
