Title: National Project Manager
Location: Kiev, Ukraine
Duration: Initially 3 months with possible
extension.
UNDP is implementing the EU funded Ukraine, Belarus,
Moldova Anti-drug Programme (BUMAD). The BUMAD programme aims at harmonizing
drug law enforcement tactics and operational techniques while fostering
cooperation at the regional level. The BUMAD programme will reinforce national
drug control measures in beneficiary countries by creating a common basis for
the development of cross-border operation, optimizing procedures for
internationally controlled deliveries, collection and sharing of drug
intelligence. These measures will strengthen capacities of the three countries
to combat drug trafficking and abuse.
To this end, UNDP Ukraine seeks a qualified candidate to
fill the position of the Project Manager for Implementation of Ukraine, Belarus,
Moldova Action on Drugs Programme.
Terms of Reference of the Project
Manager
Duties and Responsibilities:
Under the overall supervision of the Programme
coordinator in close collaboration with UNDP, in collaboration with the
concerned Ukrainian authorities the Project Manager will perform the
following:
- Be responsible for the overall operational management
of BUMAD programme and delivery of results, in accordance with the project
document, work plans and other agreements;
- Provide the professional platform for networking and
partnership building with the government, local authorities, non-government
and international development organizations or projects;
- Serve as liaison between the Regional Coordinator/UNDP
Ukraine and the Ukrainian authorities on the programme related issues;
- Coordinate the activities of different stakeholders
involved in the project activities;
- Develop and manage the performance and impact
assessment system for the project. This should be in line with the UNDP
Strategic Results Framework;
- Make necessary arrangements for the EU Experts
missions, advise the stakeholders on all aspects of mission programming and
logistics;
- Make necessary arrangements for regional
workshops;
- Ensure timely reporting to the EU office/UNDP Office
in Brussels through the Regional Coordinator/UNDP Ukraine;
- Assume direct responsibility for managing the project
budgets. Ensure that project funds are available when needed and disbursements
achieved as per the work plans. Ensures appropriate recording and accounting
documentation as required by UNDP and preparation of monthly financial reports
to UNDP through Regional Coordinator. Make the financial operations of the
project transparent.
- Work in close cooperation with the Focal Points in
Belarus and Moldova on establishing and maintaining standard programme
procedures;
- Ensure visibility of EU cooperation/presence in the
daily implementation of the programme;
- Provide through progress reporting continuous analysis
of the achievements;
- Develop, at the project level, working networks and
partnerships with the government, non-government, private sector, EU and other
development organizations in the subject area;
- Ensure the development of cross-project linkages with
other relevant EU and UNDP projects and programmes for mutually reinforcing
impact;
- Perform other duties as required.
6. Experience and Qualifications:
Education:
- University Degree or equivalent in Business Administration, Public
Administration, Economics, Law, Political Sciences, Social Sciences.
The incumbent should have the
following knowledge and experience to apply:
- Knowledge of drug-related issues in Ukraine (NGOs’
drug prevention activity, harm reduction, law enforcement activities in the
field of drug trafficking combating and drug abuse prevention, drug abuse
information systems developed in the EU and locally);
- Knowledge of EC/UNDP procedures of project
implementation is a must;
- 2 years experience in project implementation with International
organization (experience in implementation of EC funded projects in the field
of justice and home affairs is distinguish asset);
Language Requirements: Fluency in
English, Ukrainian and Russian.
