Self-Assessment for Global Environmental Management in Ukraine
(NCSA).

UNDP
is implementing GEF funded Project
“National Capacity Self-Assessment for Global Environmental Management in
Ukraine” (NCSA).
The objective of the
NCSA is for Ukraine to undertake a capacity
assessment so that it can meet its requirements under the global environmental
conventions, in particular those pertaining to climate change, land degradation
and biodiversity. In addition, the NCSA process will provide an opportunity to
facilitate the development of concrete initiatives that will lead to synergistic
approaches in addressing global environmental issues at the national and local
level. At the same time it will integrate global environmental management
objectives to national environmental management and sustainable development
frameworks. Furthermore it will facilitate dialogue, information exchange and
cooperation amongst Ministries, Scientific Institutions of the Academy of Sciences, NGOs and the private sector and
enhance general awareness about the Conventions countrywide. The main output of
the process is expected to be the elaboration of a National Capacity Self
Assessment Report and National Action Plan
To
this end, UNDP seeks a qualified candidate to fill the post of a National Expert on Climate Change. The duties
will include:
- Jointly with international/national experts on
climate change review and analyse the existing information to prepare the
baseline report and thematic assessment report on climate change area;
- Monitor the activities of the Thematic Working Group
on climate change and maintain constant liaison with its members;
- Conduct the cross-cutting analysis and prepare the
synergies report;
- Contribute to the NCSA document and Action Plan
preparation in the filed of climate change;
- Actively participate in policy dialogue and public
discussion of the NCSA document and Action Plan;
- Maintain contacts with the International expert on
climate change hired within a framework of the NCSA and provide to her/him the
materials on the current situation on climate change;
- Writing of project proposals in the field of climate
change;
- Maintain constant contact with the National Focal
Point on climate change;
- Assist Project Manager in preparation of the
workshops in the related area;
- Report to UNDP and NEA on a regular basis;
- Perform other duties, when required.
Expected outputs at the end
of assignment will include:

Baseline report and thematic
assessment report on climate change;
Baseline
report should include the
following major components:
1.
Identification of strength
and weakness of the country toward the successful implementation of the
Convention on climate change;
2.
Cross sector assessment of
the present situation with the implementation of the Convention on climate
change based on the developed indicators.
Thematic assessment
report should include the
following major components:
1.
General policy priorities
for Ukraine towards the implementation of
the Convention on climate change to be incorporated to the Action
Plan;
2.
Immediate tasks required to
remove obstacles and potential risks for the implementation of the Action
Plan;
3.
Inputs estimates necessary
for the implementation of the Action Plan;
4.
Training needs assessment
component (with identification of training interventions required to enhance
human capacity in the implementation of the Convention on climate
change).

Cross-cutting analysis and
synergies report;
Synergy
report should include the
following components:
1.
Summary information from the
baseline and assessment reports for each of the
Conventions;
2.
Analysis of influence of
Conventions to each other;
3.
Recommendations on
decreasing of negative consequences on research objects.
- NCSA document;
- Action Plan (it should be prepared based on the
synergy report and presented in the form of the list of activities with
concrete deadlines, responsible parties and required resources);
- Other outputs if required.
Qualifications and Experience
- Knowledge of climate change related issues as
well as experience of relevant scientific research;
- More than five years of relevant operational
experience/practical expertise;
- Good contacts within the project development area;
- Experience of preparation of drafts of
legislative acts and methodological documents related to climate change;
- Experience of organization and holding of
workshops, seminars, conferences on relevant issues;
- Experience of work for/with special
governmental bodies;
- Knowledge in Ukrainian, Russian;
- Excellent interpersonal and communication
skills;
- Strong organizational and time management
skills;
- Good PC and IT/communications skills;
- Ability to work under pressure.
Optional
experience: Expert possesses in thematic English.
