Social Policy Advisor

Terms of Reference

  • Project Title: Millennium Development Goal’s Project
  • Project Number: ID 00015086 (UKR/00/004)
  • Post title: Social Policy Advisor
  • Duration of employment: initially till 31 December 2004 with further extension
  • Full time.
  • Duty station: Kiev, Ukraine
  • Duties and Responsibilities:

  • Carry out targeted research in the field of Social Development, in the framework of Ukrainian MDGs included.
  • Support staff and managers within Ministry of Economy and other State institutions in the field of Social Development and Strategic Planning and Forecasting System, including the process of incorporating MDGs
  • Maintain continuous dialogue with the Government and other key partners to provide knowledge based advisory services and to ensure proper integration and co-ordination of project with other related development efforts.
  • Monitor/analyze all the issues affecting Social Policy/UMDGs policy needs and potential solutions relevant to project activities.
  • Lead the policy discussions on Social Policy/ UMDGs at the national level and conduct consultations in the country involving economic and social policy stakeholders with the aspect of UMDGs.
  • Maintain links with Social Policy/MDGs network on governmental level (line ministries, oblast administrations)
  • Assist in incorporating UMDG’s in economic and social policy documents.
  • Assist in preparation of the annual UMDG progress report.
  • Prepare research studies, methodological recommendations, brief notes on issues related to the Social Policy
  • Participate in PR and media activities on UMDGs policy/monitoring area.
  • Assist Project in promoting activities at national and international levels through substantive advice and information.
  • Contribute to project implementation in line with projects document and approved work-plans.
  • Conduct trainings to the MoE, line ministries’ servants on Social Development.
  • Submit on a monthly basis to the Project Manager substantive progress reports.

6. Experience and Qualifications:

  • Minimum diploma in economics or related field, kandidat degree preferred.
  • Minimum of five years work on issues related to Ukrainian Economic and Social Policy sector, economic reform.
  • Excellent analytical skills.
  • Proven ability to prepare research studies, methodological recommendations, brief notes on issues related to the Ukrainian Economic and Social Policy / UMDGs/ Poverty Reduction sector.
  • Proven ability to conduct trainings, brainstorming on the related issues.
  • Experience of work in Ukrainian government an asset.
  • Excellent drafting skills in Ukrainian.
  • Knowledge of standard PC software, desktop publishing experience.
  • Knowledge of English.
  • Previous experience of working for nationally executed programme(s) funded by UNDP an asset
