United Nations Development Program Office is seeking
highly qualified professionals to fill in positions of
Implementation of the parliamentary oversight functions
(POF) is one of the main tasks of the Verkhovna Rada of Ukraine
(Ukrainian Parliament). However, current parliamentary oversight effectiveness
remains insufficient to fully ensure accountability and transparency of public
administration in all levels. In particular, national legislation related to the
POF is incomplete and contains some serious gaps.
As a consequence, there is
a need to develop, discuss and approve a general Concept Paper on improving
parliamentary oversight functions in Ukraine, which will cover 4 most
important practice areas of parliamentary oversight:
POF in human rights area.
To accomplish this task
UNDP is seeking National Consultants on Parliamentary Oversight Functions,
specialising in one of 4 Concept Paper’s practice areas mentioned above.

- Duties and responsibilities
Under direct supervision
of the Programme Manager and overall supervision of project management team the
incumbent will perform the following functions:
1.
To identify, develop and systematize
issues to be examined and analyzed within one of 4 Concept Paper’s practice
areas (relevant to Consultant’s best qualification):
- Basic principles of POF in Ukraine;
- parliamentary rules and procedures related to POF;
- POF in public finance area;
- POF in human rights area.
2.
To present and agree upon with
relevant Parliamentary Committees and parliamentary oversight institutions the
issues to be examined and analyzed within the relevant Concept Paper’s practice
area (as mentioned in paragraph 1);
3.
To analyze and systematize current
situation in the parliamentary oversight area (legislation and current
practices), particularly within the Concept Paper’s practice area related to
Consultant’s best qualification (as mentioned in paragraph 1);
4.
To identify and summarize the
contradictions, imperfections and gaps in the legislation related to POF, particularly within the Concept Paper’s
practice area related to Consultant’s best qualification (as mentioned in
paragraph 1);
5.
To develop draft Concept Paper in the
relevant practice area containing policy recommendations and concrete amendments
for legislation to improve the parliamentary oversight functions within
the Concept Paper’s practice area related to Consultant’s best qualification (as
mentioned in paragraph 1);
6.
To present draft Concept Paper in the
relevant practice area for the consideration of the relevant parliamentary
working group established within each of 4 practice areas of the Concept
Paper;
7.
To collect, summarize and analyze
comments and recommendations to the Concept Paper received from the relevant
parliamentary working group established within each of 4 practice areas of the
Concept Paper;
8.
To finalize draft Concept Paper in
the relevant practice area according to the comments and recommendations to the
Concept Paper received from the relevant parliamentary working group established
within each of 4 practice areas of the Concept Paper;
9.
To agree upon the final draft Concept
Paper in the relevant practice area with the relevant parliamentary working
group established within each of 4 practice areas of the Concept
Paper;
10.
To present finalized version of the
overall Concept Paper to the Parliamentary Committees;
11.
To summarize and analyze comments and
recommendations received from the Parliamentary Committees after presentation
and to finalize the Concept Paper correspondingly
12.
To develop, on the basis of final
version of the Concept Paper, the draft laws and amendments to the laws related
the Concept Paper’s practice area related to Consultant’s best qualification (as
mentioned in paragraph 1) to be officially submitted to the Verkhovna Rada of
Ukraine by Members of Parliament, involved in the process of Concept Paper
development;
13.
To deliver to the Governance
Programme the finalised version of the Concept Paper in the relevant practice
area with amendments to legislation by October 15, 2004;
14.
To support preparation of the
parliamentary conference on the POF;
15.
To present the Concept Paper in the
relevant practice area during the parliamentary conference on POF;
16.
To facilitate work of the relevant
sections during the parliamentary conference on POF;
17.
To finalize Concept Paper according
to the conference recommendations, as well as the conference presentations to
prepare lay-out for publication of the conference materials;
18.
To participate in the Programme’s
events on this issues (if needed).
19.
To report to UNDP on the progress of
the activities.
Requirements for the
candidates:
- Advanced Degree in law, economy, public administration (or
other relevant areas);
- Excellent analytical skills;
- Knowledge and experience in the field of parliamentary
oversight functions;
- Experience in conducting legal expertise, law drafting and
policy analysis;
- Ability to work under pressure;
- Excellent written communication and presentation skills;
- Ability to balance many simultaneous tasks;
- Report writing skills/experience;
- Fluent Ukrainian and
English.
