Municipality Sustainable Development Expert

  • Duties and Responsibilities

Accountable to CTA, the Municipality SD Expert will be responsible for the following:

  • Leads municipality support team of the Programme, ensuring the effective performance and delivery of results and impact. This includes short-term and long-term expertise as well.
  • Provides the professional platform for networking and partnership building with the government, local authorities, non-government, private sector, academic institutions;
  • Ensures establishment/strengthening of the participatory planning process at the grassroots and incorporation of community’s plan into the municipal plans;
  • Assesses capacity of the partner municipalities in terms of governance and planning and finds solution for strengthening governance and bottom up planning process. Carries out necessary activities for building their capacity to meet this end;
  • Assists the support teams in the municipalities in preparing quarterly/annual plans. Incorporate these plans to prepare Programme level plan;
  • Monitors the progress of field level Programme activities and prepares progress reports;
  • Organises training, workshops and conferences in context of the Programme objectives;
  • Prepares sub-contracts based on the approved plans and demand from the partner organisations at the local level and assists MSUs in successful execution of sub-contracts;
  • Provides advisory support to CTA, taking responsibility for making policy and institutional impact. In this regard, ensures availability of up to date information on all critical issues in the areas of governance and environment;
  • Others as deemed essential in course of Programme implementation.

Basic requirements for the incumbent:

  • Mature judgment combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills; strong organizational and time management skills; resourceful in finding solutions;
  • Strong ideals to support national development in Ukraine and serve as a catalyst for human development and poverty reduction;
  • At least five years of experience in relevant field
  • Ability to work with a wide cross-section of partners: Government, NGO’s, communities, academic institutions, media and international donors;
  • Knowledge of Ukrainian legislative, policy and human resource issues related with local governance as they apply to the project development area;
  • Gender sensitive
  • Having a Master’s degree in social sciences with a minimum of five years experience in the field of governance and related policy arena.
  • Fluent in Ukrainian, English;
  • Excellent communication and writing skills;
  • Knowledge of and complete comfort with computer applications is essential (including organization of public presentations on PowerPoint);
  • Should be capable of frequent travel in various parts of Ukraine
  • Should be able to present him/herself in a role model in the Programme area.
