The United Nations Development Programme (UNDP) in Ukraine invites applications from highly qualified, energetic, proactive and experienced professionals for the post within the Programme of Reform of Arbitration Courts and Support to Court Administration (this programme is funded by the European Commission):

National Project Officer

The justice system of Ukraine and its structure are undergoing a process of Judicial Reform. Within the Judicial Reform special attention is given, inter alia, to the Judicial Organisation. The reform of the Arbitrage System is one of its integral parts.

The current Programme, financed by the European Commission, aims to support the reform of the Judicial System of Ukraine to promote more effective legal redress through:

  • Reform of the Arbitration Courts System to specialized Commercial Courts;
  • Assistance to Court Administration in creation of structures needed to become operational;
  • Assistance to Court Administration in establishing training for judges of all Judiciary branches.

  • 6. Duties and Responsibilities:

    Under supervision of the Project Team Leader and in close consultations with the EC, UNDP and national project partners, the incumbent will perform the following duties:

    • Represents technical advisory support of UNDP to the national partners as part of the Program Support Unit. In this regard, performs as the specialized arm of UNDP assistance in the subject area.
    • In close cooperation with UNDP and Team Leader, is responsible for the overall operational management of the project and delivery of results, in accordance with the project document and work plans
    • Assist the Team Leader to prepare, update and implement annual and quarterly work plans and progress reports, in close cooperation with the national partners and UNDP. The work plans should include program initiatives, training, operational issues. Based on approved annual and quarterly work plans, together with the Team Leader performs the day-to-day management of the project.
    • Together with the Team Leader, distributes functions and responsibilities between project staff; leads and manages the Ukrainian professional and support staff of the Program Support Unit, ensuring the effective performance and delivery of results and impact. This includes short-term and long-term expertise as well.
    • Assist the Team Leader in ensuring the highest quality of the delivered outputs and reporting on achievements and challenges to UNDP, national partners and the EC.
    • Assist the Team Leader in ensuring delivery of resources and results according to planned targets.
    • Assists the Team leader to lead and coach the project team in both substantial and operational issues.
    • Assists the Team Leader in drafting necessary strategic documents concerning project implementation, such as policy papers, results frameworks, workplans etc.
    • Mobilizes, manages and delivers all the inputs required for successful implementation – recruitment of expertise, sub-contracts, training, procurement and other inputs of the project in accordance with established UNDP norms.
    • Engages and provides policy advisory support, taking responsibility for making policy and institutional impact. In this regard, ensures availability of up to date information on all critical issues in the subject area.
    • Provides the professional platform for networking and partnership building with the government, local authorities, non-government, private sector and international development organizations or projects; stays on the cutting edge of global development issues and the field of judicial reform
    • Ensures the maintenance of sound filing system and appropriate use and recording of all project equipment
    • Participates and contributes to the regular monthly Program Managers’ Meetings at UNDP. Similarly, participates as required in the UNDP staff meetings and, as appropriate, conducts learning sessions.
    • Together with the Team Leader, assumes direct responsibility for managing the project budget. Ensures that project funds are available when needed and disbursements achieved as per the work plans. Ensures appropriate recording and accounting documentation as required by UNDP and EC and preparation of required financial reports. Makes the financial operations of the project transparent and stands up to regular audits.
    • Ensures documentation of the experience of UNDP assistance through the project and its dissemination through the Country Office. In this regard, prepares quarterly and annual reports, publication serials and information/communication materials. Similarly, ensures use of UN and other web sites for dissemination of information in line with EU visibility requirements.
    • Assures communication outreach, arranges PR and media activities that enhance knowledge dissemination and recognition of UNDP and EC as core partners of the government and people.
    • Provide through progress reporting continuous analysis of the achievements, facilitates project reviews, evaluation and audits.
    • Supports the Country Office in partnership building with and mobilization of resources from government, non-government, private sector and international development partners. This will include the preparation of strategies and proposals, organization of regular donor meetings and field visits.
    • Ensures the development of cross-project linkages with other relevant UNDP and EC projects and programmes for mutually reinforcing impact.
    • Performs other duties as required.

    Qualifications:

    • Upwards of a Master’s degree in Law;
    • Qualified to assess, supervise and co-ordinate technical work in the field relevant to the project.
    • Mature judgement combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills; strong organizational and time management skills; resourceful in finding solutions;
    • Strong ideals to support national development in Ukraine and serve as a catalyst for human development and poverty reduction;
    • At least 5 years of practical managerial and/or business development experience in the area of practical applications of project area, including experience in policy formulation (references required);
    • Ability to work with a wide cross-section of partners: Government, media and international donors;
    • Knowledge of Ukrainian legislative, policy and human resource issues as they apply to the project development area;
    • Desire to make a positive change in Ukraine;
    • Knowledge of the management principles and organizational behavior;
    • Fluent Ukrainian, Russian, English;
    • Excellent communication and writing skills;
    • Ability to think clearly and precisely articulate are essential
    • Knowledge of and complete comfort with computer applications is essential (including organization of public presentations on PowerPoint).
    • Good contacts within the project development area.
