Duties and Responsibilities:
Under the supervision of the National Project Coordinator and in liaise with
UNDP Office the incumbent performs the following:
- POLICY ANALYSIS AND ADVISORY SERVICES:
- Prepare appropriate consolidated and adopted materials (analytical
reports, comparative analysis, articles, recommendations) to be publish in
Ukrainian professional and general mass-media and distributed among
education professionals and general public through continuously collection
and monitoring/analysis of professional information in the area of expertise
from the international and national sources (special literature, mass-media,
policy papers and documents, etc.);
- Support the development of the implementation mechanisms for the
National Doctrine by providing analytic support in the area of expertise;
- Inform the professional audience and wide public about the National
Doctrine implementation (in the area of expertise) through professional and
general mass-media;
- Prepare (collect, analyze and summarize) consolidated constituency
feedback received through mass-media (news-papers), letters, public
discussion, etc. for further utilization by the Project think-tank group and
Ministry of Education and Science of Ukraine ;
- Provide knowledge based advisory services in the area of expertise and
to ensure proper integration and co-ordination of project with other related
development efforts through maintaining of the continuous dialogue with the
Government and other key partners;
- Contribute to national development documents in the thematic/sectoral
areas of project;
- PROGRAMME SERVICES:
- Contribute in project implementation in line with project document and
approved work-plans;
- Participate in the preparation annual and quarter project work-plans,
write periodic progress reports and up-dates;
- Participate in PR and media activities.
- Performs other duties as required.
Experience and Qualifications:
- Mature judgement combined with a proactive, energetic approach to problem
solving; excellent interpersonal and communication skills; strong
organizational and time management skills; resourceful in finding solutions;
- Strong ideals to support national development in Ukraine and serve as a
catalyst for human development and poverty reduction;
- At least 10 years of practical experience in the area of practical
applications of project area, including experience in Ukrainian language and
literature (references required);
- Ability to work with a wide cross-section of partners: Government, NGO’s,
communities, media and international donors;
- Desire to make a positive change in Ukraine;
- Upwards of a Master’s degree in the area of education;
- Fluent Ukrainian and Russian, English is an important asset;
- Excellent professional communication and writing skills;
- Ability to think clearly and precisely articulate are essential
- Knowledge of and complete comfort with computer applications is essential
(including organization of public presentations on PowerPoint).
- Good contacts within the project development area.
