United Nations Development Program Office is seeking highly qualified professional to fill in position of

Advisor of the E-services Development

The major activities of the project cover, but not limited to the following:

  • Provide policy formulation and strategic advisory services aimed at assisting the Government and related Ukrainian institutions in making informed policy choices that stimulate entrepreneurship, boost human development, strengthen democratic governance, and broaden digital opportunities;

  • Enhance and develope access to the Internet to link all areas of Ukraine through distance learning for educational purposes, rural network access for disadvantaged communities, and development of a Civic Internet Portal for civil society;

  • Develop, distribute and exchange knowledge through ICT technology, with the development of a University Innovation Centre to provide business incubator-like facilities within higher learning institutions, a Model UN scheme for dialogue on ICT among the youth of Ukraine, an Early Warning Network for environmental monitoring, and a National Research and Education Network to unify academic and research groups;

  • Enhance social and economic opportunities for improved well-being, with the development of an online Tele-medicine system for medical information exchange purposes, and an ICT Business Incubator and Innovation Net to promote entrepreneurship and business development.

5. Duties and Responsibilities:

CORE FUNCTIONS:

Manage and coordinate programme activities related to the development of the programme e-services; preparing technical specification and control on the execution of the program sub-contracts for e-service implementation; providing substantive and expertise and support to the national partners and other organizations within the framework of the developed service packages

ADVISORY SERVICES:

Assist NPM in packaging ideas and mobilize resources needed for implementation;

Proactively support country-wide E-services infrastructure development;

Provide assistance to the RR, DRR, NPM and other staff when required on the issues relevant to the Programme

PROGRAMME SERVICES:

· Participate in strategic planning and coordination of project activities to ensure that objectives are reached; extrapolate lessons learned from project activities and ensure horizontal exchange of knowledge;

· Contribute to project implementation in line with project document and approved work-plans;

· Facilitate the work of the groups of experts, elaborate a schedule of documents to be prepared (studies, data collections);

· Facilitate activities related to further development of the programme e-services (ICT and Education; Support to NREN, Univercity Innovation Centers, Civic Internet Portal, MUN. etc.) and its implementation mechanisms (schedule meetings/workshops, develop agenda for workshops, participate in identification of international consultants, develop agenda of the study-tours);

· Provide continuous assessment and analysis on the achievement of objectives and results, monitor and analyze the implementation of on-going activities and write periodic progress reports.;

· Prepare technical specification and control on the execution of the programme sub-contracts on e-services;

· Assist NPM in coordination and integration of project with respective regional and global programmes and projects, Assist Working Groups /Advisory Groups in their work with the international consultants;

· Coordinate preparation of the annual and quarterly project work-plans and up-dates;

· Ensure proper operational, financial and administrative management in the project as well as adherence of all UNDP rules and procedures;

· Participate in PR and media activities;

· Perform other duties as required

RESOURCE MOBILIZATION ACTIVITIES:

Assist NPM in mobilization of additional cost-sharing resources from the government, donors and other partners to fully leverage UNDP’s TRAC resources in the project;

6. Experience and Qualifications:

1. Mature judgment combined with a proactive, energetic approach to problem solving; excellent interpersonal and communication skills; strong organizational and time management skills; resourceful in finding solutions;

2. Strong ideals to support national development in Ukraine and serve as a catalyst for human development and poverty reduction;

3. At least 10 years of practical experience in the area of practical applications in education, work experience in international organization is preferable;

4. Ability to work with a wide cross-section of partners: Government, NGO’s, communities, media and international donors;

5. Ph.d. diploma

6. Fluent Ukrainian, Russian and English;

7. Excellent professional communication and writing skills;

8. Ability to think clearly and precisely articulate are essential

9. Knowledge of and complete comfort with computer applications is essential (including organization of public presentations on PowerPoint).
