Short-term assignment in the UNDP Office in Ukraine
Database developer/programmer

Position: Database developer/programmer
Duration of assignment: 2 months, starting from 1 April 2002
Duty station: Kyiv, Ukraine

UNDP Office in Ukraine needs up to date information management systems for personnel management, equipment and procurement, program management information system, donor and cost sharing databases; NEX and DEX management system, travel management, transport management and others. In order to develop these systems in the format of data basis and making them web-based, the office is looking experienced database developer-programmer to perform the following:

Expected tasks to be performed under supervision of the UNDP management:

  • Conduct briefings with the office management, staff of the Programme Resources Center and Business Center for Operational Services to identify the needs in databases;
  • Liaise with UNDP SURF and RSC in Bratislava (Slovakia) and check existing there databases and resources;
  • Jointly with the staff of PSU and BC work out the design and formats of the databases;
  • Discuss and agree the formats and designs with the management of the office;
  • Creation of a number of web-based databases in Microsoft Access on:
    • Personnel and contract management (including roster of consultants);
    • Project equipment and procurement management system;
    • Rosters of suppliers;
    • Financial management data (including donors, cost-sharing, delivery, etc.);
    • NEX and DEX management system;
    • Travel management system;
    • Transport management system;
    • Business Center performance indicators system.
  • Placing of databases on the web-site of the UN House and UNDP Intranet;
  • Programming of the web-site to add the following features:
    • automatic update of project information by users;
    • password system for users;
    • automatic placing of announcements by eligible users (i.e. tenders, vacancies, news, etc.);
    • etc.
  • Performance of a variety of functions related to the IT development and support;
  • Training to staff on developed databases and web-site options;
  • Tuning of web server;
  • Placing of required information on web server;
  • IT support to clients;
  • Other functions as required.

Experience and Qualifications:

  • Experience in databases development, programming and web designing;
  • Excellent knowledge of Microsoft Access and database administration;
  • Fluency in English and Russian languages;
  • Strong organizational thinking;
  • Strong organizational abilities and innovative thinking.
  • Active team-builder and team-player.
  • Strong interpersonal skills and ability to work under pressure.
  • Dynamic communication skills.
  • Problem solver.
  • Common sense.
