TERMS OF REFERENCE

Title of the position : Project Manager

Project : Ukraine SME Survey and Policy Development Project

Grade : F

Reporting Lines : Senior Operations Manager

Location : Kiev

The Organization : The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people’s lives. In addition to its investment work, IFC, through the Private Enterprise Partnership (PEP), executes a major donor-funded program of private sector technical assistance (TA) in Russia, Ukraine, Belarus, Central Asia and the Caucasus. The objectives of the program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment.

The Project : PEP’s Small and Medium Enterprise Survey and Policy Development Project. Since 1996, IFC has produced an annual survey detailing the state of small and medium enterprises (SMEs) in Ukraine. The objective of the survey is to analyze the main administrative and regulatory obstacles faced by local SMEs, as well as to develop policy recommendations for improving the business environment. In addition to continuing this annual SME survey in 2003, IFC also plans to deepen its policy development activities through focus on one of the issues which top the list of SME concerns.

Scope of the job : The Project Manger will lead the team in carrying out the 2003 SME survey and work with national and regional government bodies as appropriate to develop and implement specific policy recommendations.

Duties and responsibilities :

· Develop project strategy, deliverables, workplan and impact assessment plan in conjunction with PEP management;

· Recruit and oversee the local team;

· Conduct tenders for contract work and recruit short-term staff as required;

· Oversee the fieldwork for the SME survey, report drafting, and disseminating and presenting survey results to government, private sector, NGOs and media organizations;

· Develop recommendations for improvement of government regulatory activities in conjunction with project team;

· Develop and support an implementation plan for regulatory changes at the national or regional level as appropriate;

· Develop and maintain direct relationships with government officials and key private sector stakeholders concerning SME development issues;

· Work with government officials at a local level to implement measures to enhance the regulatory environment;

· Ensure coordination with the World Bank and other donor agencies working on similar issues;

· Maintain day-to-day oversight of project budget, approve expenditures and ensure compliance with World Bank and donor regulations;

· Prepare project and donor reports as required.

Requirements/Qualifications :

· At least three years experience in a management or leadership position;

· strong analytical background;

· prior experience in policy development;

· solid understanding of what makes businesses succeed;

· a degree in business, economics, law, or related field;

· strong organizational, presentation and communication skills;

· fluency in Russian and/or Ukrainian, fluency in English is strongly preferred.

Terms of contract: This will be a short-term contract based in Kiev, Ukraine.
