1. Summary of
Principal functions:
The
LSA is responsible for assisting the SA in the execution of his security
responsibilities at the duty station. Specifically, this will include
maintaining staff lists, monitoring MOSS compliance, executing security
clearances on behalf of the Designated Official, preparing security training and
briefings, maintaining the security budget, corresponding with UNDSS,
maintaining the security plan to include fire and safety items, liaising with
area security coordinators and heads of agencies on security issues in absence
of RSA, maintaining the internal movement plan, and keeping the RSA informed of
local issues and events which impact the safety and security of United Nations
staff.
2.
Major duties and responsibilities:
The
LSA will be responsible for

Liaising and coordinating with
the local government security organizations in regard to information, incident
reporting, United Nations programs and or special events and responding to
incidents involving UN staff (e.g. burglary);

Liaising and coordinating with all UN agencies in
regard to general security issues but also specific issues—MOSS compliance,
security warnings and advisories, UNDSS guidance and instructions, staff
lists;

Maintaining the Security Plan on an ongoing basis,
including updating staff lists on a monthly basis;

Maintaining Minimum Operational Security Standards
(MOSS) listing for the mission and checking that agencies maintain their MOSS
compliance;

Assist the SMT & SA in continually assessing the
security situation at the duty station, to include information on daily events
in Ukraine and assist in analyzing particular socio-political events on the
security and safety of UN staff, assisting at SMT meetings;

Identifying Emergency Communications System needs and
requirements in aim to maintain each agency/program within UN security system
properly included in ECS;

Conducting security evaluations and providing advice
on security measures for the residences of UN staff and UN offices;
-
Organizing training courses on security
issues/awareness and preparedness to include security workshops quarterly;

Assisting UN agencies in developing and implementing
office security requirements;

Establishing and implementing an access control
mechanism (visitor/vehicle screening) for UN premises;

Conducting office security surveys and recommending
physical security measures to the SMT&SA,

Assisting in the selection of the office guards;

Ensuring that fire safety arrangements (fire
extinguishers, smoke detectors etc.) are in UN premises;

Assisting to Agencies, Programmes, Funds and Missions
within UN security system in preparing fire/building evacuation plans and
conducting periodical drills in conjunction with their security focal points;

Performing duties as Office Manager, e.g. work flow,
filing, budget management, vehicle operations

Teaches UN staff on security awareness on a continual
basis and as assigned by the SA

Other
security tasks assigned by the SA;

Impact of work:
The
office consist of 1 SA and 2 LSA to support all UN agencies in
Ukraine and as additional
task to assist UN agencies in Moldova and Belarus.
4.
Work relationships:
a)
Inside the organization the LSA will have to provide:
- Daily reporting to the Security Advisor
- Weekly consultation Designated official for Security
- Regular work with Members of the SMT
- Review of Security/Training Agencies and Security Focal
Points on when needed basis
- Co-working/Planning with Area Security Coordinators on
when needed basis
- UNDSS Consultation
on when needed basis
b)
Outside the Organization the LSA will have to cooperate with:
- National security agencies to obtain the best information
and protection for UN staff
- Security officials of diplomatic missions to share
information pertaining regular missions
- Vendors to discuss
Security related issues
5.
Expected Outcomes:
The
objective of the post is to provide the best safety and security available to
United Nations staff. To accomplish this, the post is designed to support and
provide assistance to the Regions Security Advisor in the manner described
above. In addition, the post requires initiative, extended hours and on
occasion, bravery and high resistance.
6.
Qualifications:
- University Degree
- 5 years working experience
- Excellent level of spoken and written English, working
level of Ukrainian and Russian;
- Basic computer
skills including working knowledge of Microsoft Word, and basic knowledge of
Excel, Access and Power Point
This
is a locally recruited position that does not entail expatriation benefits.
Local staff salary and benefits will apply.
