Background:
A Preventive Development
Council is being established as a consultative and advisory body at the Council
of Ministers of ARC to monitor social and economic developments in
Crimea, to signal trends indicating the potential
escalation of tensions within Crimea’s multicultural
society, and to develop recommendations for promoting sustainable development
and preventing the emergence and escalation of tensions. For this purpose, a
Preventive Development Management Information System (PDMIS) will be established
that will serve as an Early Warning System for signaling negative trends that
may jeopardize peace and stability in Crimea.
In order to assist the
Preventive Development Council in carrying out its tasks, a Secretariat to the
Preventive Development Council is being established with the following duties
& responsibilities:
Duties & Responsibilities:
1.
To organize, at the request of the Chairperson of the Preventive
Development Council, quarterly meetings of the Council, including the
preparation of a draft agenda, compilation and distribution of documents and
information to the participants prior to the meeting, preparation of draft
minutes for approval by the Chairperson of the Council, and distribution of
approved minutes to the participants.
2.
To undertake, at the request of the Preventive Development
Council, an independent base-line survey of living conditions in
Crimea that will provide basic data for a Preventive
Development Management Information System.
3.
To establish and maintain a Preventive Development Management
Information System.
4.
To identify key indicators that will measure trends in social and
economic development and potential tensions within Crimean society.
5.
To conduct quarterly surveys to measure changes in the values of
the key-indicators and analyze the main trends, causes and potential
consequences.
6.
To present survey results to the Preventive Development Council on
a quarterly basis for review.
7.
To follow-up on recommendations developed by the Preventive
Development Council with the appropriate legislative and executive bodies, and
other concerned organizations in Crimea as well as in
Ukraine at
large, in order to ensure that such recommendations are implemented.
8.
To report to the Preventive Development Council and UNDP on the
status of implementation and effectiveness of recommendations developed during
previous quarterly meetings.
9.
To conduct other surveys and research and other duties as
requested by the Preventive Development Council and/or UNDP.
Composition and functioning of the
Preventive Development Council Secretariat:
The Secretariat of the Preventive Development Council will initially
consist of the following staff:

A Senior
Researcher/Data Analyst, who will organize the surveys, establish and
maintain the computerized Preventive Development Management Information System,
and prepare analytical reports on the basis of survey results for presentation
to the Preventive Development Council.
·
A Legal/Policy
Advisor, who will follow-up on recommendations developed by the Preventive
Development Council with the appropriate legislative and executive bodies, and
other concerned organizations in Crimea as well as in Ukraine at large, in order
to ensure that such recommendations are implemented, and report to the
Preventive Development Council and UNDP on the status of implementation and
effectiveness of recommendations developed during previous quarterly
meetings.

A Secretariat
Assistant who will provide general administrative and organizational support
to the Secretariat and the Preventive Development Council, including the
organization of meetings, drafting of agenda and minutes, translations, editing
of reports, etc.
In addition, short-term consultants may be required for particular
technical tasks, such as conducting specialized surveys. Staff and consultants
will work as an integrated team under the direct supervision of UNDP/CIDP.
The Secretariat will work in close
collaboration with the Chairperson of the Council of Ministers of ARC in his
capacity as Chairperson of the Preventive Development Council.
Experience &
Qualifications:
Secretariat Assistant:
1.
Higher degree in English language and one of the following
subjects: Public Relations, Journalism, Communication or other related fields.
Formal training in translation would be a strong asset.
2.
Excellent
English and Russian language skills (written and oral). Ability to speak, write
and translate from and into Ukrainian and/or Crimean Tatar or other relevant
languages would be an advantage.
3.
At least two years of practical experience in high level translations
and/or journalism, PR, communications, etc.
4.
Excellent writing, presentation, networking and communication skills,
high level of creativity, initiative and ability to work in a team and to work
effectively in a multi-ethnic and multi-cultural environment.
5.
Advanced computer skills, including
word processing, spreadsheet and desktop publishing programmes. Experience with
web-page design, professional photography, video and other media would be an
asset.
6.
Affinity
with United Nations’ mandate and principles.
