Terms of Reference

Programme/Project Title: UNDP Crimea Integration and Development Programme

Programme/Project No.: 00015102

1. Post Title: Economic Development Specialist (EDS) (local position)

2. Duration: Up to 31 December 2008, with possible yearly extensions

3. Post Level: SC 6/VI

4. Full time

5. Duty Station: Simferopol, Crimea, with frequent travel to project sites in rigeons

6. Background:

The goal of CIDP is to assist the Government of Ukraine and of the Autonomous Republic of Crimea in maintaining peace and stability in Crimea by promoting the integration of Formerly Deported People in society. CIDP tries to achieve this goal through the following Programme Support Objectives (PSOs):

1) Increase responsiveness to potential conflict areas through the establishment of a Preventive Development Management Information System

2) Increase tolerance and social cohesion through education, information and culture

3) Encourage good governance through the process of dialogue, consensus building, participatory decision-making and elevation of lessons learned for upstream policy formulation;

4) Reduce poverty and marked economic disparities between underprivileged groups and the rest of Crimean population through income generation and employment creation

5) Improve the quality and accessibility of basic infrastructure and social services

7. Duties & Responsibilities:

The Economic Development Specialist will be responsible for developing and undertaking activities that will contribute towards the achievement of the above-mentioned PSO 4, within the framework of the overall goal of CIDP.

The EDS will work under the direct supervision and guidance of the CIDP Regional Development Advisor/Head of Programme Department (RDA/HPD) and in full collaboration with staff of other CIDP components/units and actively pursue synergies between the activities of the economic and other components.

1) Functional responsibilities:

a) Develop and implement strategies and action plans, based on CIDPs overall goals and strategies, agreements with donor organizations, as well as available and prospective financial resources, for reducing poverty and marked economic disparities between underprivileged groups and the rest of Crimean population, including the promotion of income generation and employment creation, micro-businesses and small & medium enterprise, micro-finance and other financial services, and private sector development dialogue.

b) Working with the Rural Economic Component to address priorities related to income generation and employment creation and to analyze cooperative creation impacts on the socio-economic situation of the community.

c) Assess the capacity and update information on existing organizations and structures in Crimea (Governmental, non-governmental, private, commercial and non-profit) related to economic development and establish a network among these organizations and structures and CIDP.

d) Identify and assess existing and prospective partners of CIDP in the area of economic development and make recommendations for partnership agreements with CIDP.

e) In coordination with CIDP’s Analytical Team, to collect and analyze information and data on economic development in Crimea with special emphasis on economic conditions of the population and disparities between underprivileged groups, FDPs and the rest of Crimean population, as well as on the legal environment for economic initiatives.

f) Establish a database on organizations and structures in Ukraine and other parts of the world that could provide relevant services in terms of training, technical assistance and other support and services in the area of economic development in Crimea, and make this information available to CIDP and its partners.

g) Assist the RDA/HPD in setting up a Crimea-wide forum for private sector development dialogue aiming facilitating and removing obstacles to private sector development in Crimea (a particular focus will be put on micro-credit for small farmers).

h) Provide inputs for the preparation of monthly, quarterly and other reports to donors, UNDP and other stakeholders regarding PSO 4 and prepare quarterly and annual work plans for the economic development component of CIDP.

i) Participate in relevant meetings, workshops, seminars and other events if and when required.

j) Provide technical inputs for the preparation of high-quality funding proposals to donors in the area of Economic Development and facilitate relevant donor missions.

k) Maintain proper electronic and paper filing systems.

l) Perform other duties as assigned by the CIDP and/or UNDP management

8. Experience & Qualifications:

1) Higher degree in Economics, Finance, Business Administration, Development Studies or other related fields.

2) At least three years of practical experience of working with in the field of economic development, poverty reduction, income & employment generation, micro-finance, business development and/or other related fields, preferably at grassroots/community level. Experience in working with the private sector is an asset.

3) Excellent analytical, management and organizational skills, ability to work in a team, creative and problem-solving disposition, willing to take initiative, excellent communication skills and ability to work effectively in a multi-ethnic and multi-cultural environment

4) Capacity to transfer knowledge and motivate people and to build relationships with colleagues, partners, beneficiaries, government authorities, donor organizations and other stakeholders.

5) Advanced computer skills, including word processing, spreadsheet and data management programmes.

6) Ability to speak and write in English, Russian and Ukrainian (preferably)

7) Affinity with United Nations’ mandate and principles.
