Duties and responsibilities:
Under the direct
supervision of the Chief Technical Adviser, Administrative/Finance Assistant (AFA) will perform a variety
of specialized tasks in finance functions of the PMU to ensure timely and
efficient support to programme related activities.
Responsibilities:
·
Interpret and implement
NEX financial procedures and ensure their
compliance;
·
Prepare the PMU Quarterly
Financial Forecast and Financial Reports;
·
Assist the CTA in
compiling Sub-Programme Quarterly
Financial Forecast and Financial Reports;
·
Certify availability of
funds and ensure that the activities are in line with the approved workplan and
budget levels;
·
Monitor regularly the PMU
budget, provide timely advice to the NPM on fund limitations and obtain approval
of budget revision(s) from UNDP;
·
Prepare budget revisions
per established rules;
·
Ensure accurate
book-keeping of quarterly advances and prepare reports, where relevant;
·
Prepare RDPs and monitor
payment status;
·
Maintain Petty Cash;
·
Keep a filing system of
financial documents and reports;
·
Handle correspondence
related to financial matters;
·
Develop systems to
streamline the procedures which will facilitate the cooperation within and
between PMUs;
·
Brief PMU staff on
financial matters, interpret revised procedures and
practices;
·
Assist the Audit and
prepare necessary documents;
·
Perform the duties of
receiving goods ensuring appropriate segregation of duties in receiving and
maintaining the inventory records.
Qualifications:
·
The Administrative/Finance
Assistant should be a university graduate with background in accounting or
finance.
·
Practical experience in
the field of finance and accounting as well as previous experience of working
for nationally executed programme(s) funded by UNDP will be an
asset.
·
Proven knowledge of
English is required.
