Opportunities Programme
1. Name: 14 national experts on conducting workshops/trainings using
LFA methodlogy in 7 regions of Ukraine. Training group for each region consists
of 2 experts who jointly conduct the workshops on development and implementation
of regional programmes of ensuring gender equality for: 1) the representatives
of oblast gender coordination board, 2) deputy heads of rayon administration
responsible for gender policy, and respective specialists

3. Background: One of the most important issues in the social policy of
Ukraine is analyzing gender factors and promoting gender policy. The Cabinet
of Ministers of Ukraine has adopted the State Programme for ensuring gender
equality in Ukrainian society for 2007-2010 on 27 December 2006. In particular,
according to this document, gender approach should be implemented as a principal
for all bodies of executive power, at both national and regional levels. At
the regional level the mechanism of gender development is working through
realization of the state regional gender programmes. These programmes are
developed by corresponding executive departments of oblasts administration and
have to be adopted by the Oblast Councils. Coordination Board on Gender is
establishing now in each oblast for coordination of activities on realization of
the proposed programmes. It consists of a regional GFP, deputy head of oblast
council, head of the authorized department of State oblast administration, head
of gender resource centre, head of oblast centre of state officials’ capacity
building, representatives of oblast NGOs, gender experts. The Coordination board
on gender is also responsible for enhancing the capacity of regional, local and
grass roots level state officials on practical implementation of gender
programs. At the same time the institutional mechanisms for ensuring
gender equality on the regional level are not stable yet. The lack of local
experts as well as lack of adequate knowledge on gender has resulted in
incomplete regional plans and programmes, lack of real regional gender
strategies, which led to slowing the process of economic and social development
of regions in which men and women, in different sectors of life, shall be able
to contribute effectively and benefit from the development results. The problem
of providing high quality expert consultations on elaboration of oblast
programmes of achieving gender equality is very urgent. With the view to
increase the number of national experts able to work with state officials on
implementation of gender approaches into the activity of state oblast
administration, UNDP Equal Opportunities Programme in 2007 trained 17
LFA-facilitators. According to the three-lateral Memoranda of cooperation
signed with oblasts, UNDP Equal Opportunities Programme together with oblast
departments for family, youth and sport drafted joint action plans for the
implementation of oblast programmes of gender development. Trying to address
the urgent challenges in regions of Ukraine and according to AWP the UNDP EOP
planned to conduct workshops using LFA-methodology on development and
implementation of gender strategies in 7 pilot oblasts (Lugansk, Zhytomyr,
Uzhgorod, Kherson, Kharkiv, Vinnytsya, Chernivtsi) with involvement of
LFA-facilitators. It is supposed to conduct these workshops for two target
groups: 1) the representatives of oblast gender coordination board, 2) deputy
heads of rayon administration responsible for gender policy, and respective
specialists. As a result of these activities the capacity of
Coordination Boards on Gender to coordinate implementation of regional gender
programs in 7 oblasts will be enhanced.
4. Objective: The overall objective of the
proposed activity is building capacity of state officials responsible for
implementation of gender policy, namely, the representatives of oblast gender
coordination boards and deputy heads of rayon administrations responsible for
gender issues and the specialists on coordination and implementation of oblast
gender programmes in Lugansk, Zhytomyr, Uzhgorod, Kherson, Kharkiv, Vinnytsya,
Chernivtsi oblasts. With this view, 14 national experts are hired for seven
oblasts (two experts for each oblast) for conducting trainings on using LFA for
ensuring effective realization of oblast programmes of gender development.
5. Activties: Each of 7 expert groups formed (2 trainers in each group)
conduct two workshops in 7 above-mentioned oblasts for such target groups:
1) Workshop-training on development and implementation of oblast
programmes of ensuring gender equality for the representatives of oblast gender
coordination boards. 2) Workshop-training on development and implementation of
gender strategies/programmes for deputy heads of rayon administrations
responsible for gender issues, and respective specialists.

7. Executive arrangements: UNDP will: - Provide
organizational support for conducting workshops-trainings; - Form 7
expert groups from 14 experts for conducting 14 workshops-trainings in 7 oblasts
of Ukraine; - Inform the 14 experts selected about the composition of 7
expert groups and their contact information; - Support using the
LFA-methodology in planning of activity of oblast and rayon
administrations; - Provide the consultations required to trainers
(facilitators). The representatives of target groups
will: - Learn and apply LFA methodology for coordination and
implementation on oblast gender strategies and programmes; - Share the
knowledge and skills acquired among the colleagues; - Inform the management
of SOA and SRA about the knowledge and experience acquired on the training.
Each of 7 expert groups (2 experts in each group) will: - Organize
and conduct 2 workshops-trainings in one of the above-mentioned oblasts
according to the schedule in the table above; - Develop the plan of
conducting the trainings ad provide the participants with training
materials; -
Draft the expert report over the workshops conduct and submit it to UNDP in
printed and electronic versions (MS Word).
8. Expected results: - Two workshops-trainings using
LFA-methodology on development and implementation of gender
strategies/programmes conducted in each of 7 oblasts for two target groups: 1)
the representatives of oblast gender coordination board, 2) deputy heads of
rayon administration responsible for gender policy, and respective
specialists. - Due to LFA-methodology of planning the capacity of oblast
gender coordination boards (140 persons) and deputy heads of rayon
administrations and respective specialists (175 persons) to implement gender
policy in 7 oblasts using advanced methods of planning and implementation of
gender strategies/programmes. - The reports to the UNDP on each of the
above-mentioned oblasts and on each workshop that will include analytical
component and also: 1) the methodology and agenda of
training; 2) the package of materials of participants of
training; 3) the list of
participants with names, positions and contact information.
9. Qualifications: • Higher education; • Knowledge
of methodology of strategic planning (certificate of LFA facilitator will be a
strong asset); • Knowledge of gender issues; • Excellent
training skills; • Participation in international seminars, trainings,
conferences on gender issues will be n asset • Experience in development
of strategic documents and methodologies; • Experience of cooperation
with state officials; • Strategic thinking; • Good working
knowledge of English; • Excellent lecture and trainer skills;
• Excellent writing and presentation skills; • Microsoft Office proficiency.
