Introduction:
Responding to the changing development situation
in Crimea over the last 10 years, CIDP applied different approaches in different
programme phases to achieve its objective of integration and development in
Crimea. During its fourth phase (2005 — 2007),
CIDP started to incorporate the earlier community-based development
interventions with an integrated approach to regional development in Crimea that goes beyond the community level to intervene
at the policy level. Building on that, the main goal of CIDP’s fifth phase is
to strengthen the structures and processes in Crimean
society for developing and implementing long-term solutions to peace and
stability in Crimea and for promoting
integrated regional development.
The following
are the main directions of the programme:
1.
Increased participation of Crimean
citizens and their respective organizations in state planning and policy
processes
2.
Promoting collaborative initiatives among
various development partners to jointly meet challenges related to public
service delivery, namely in the area of rural water supply and
education.
3.
Development of a market driven
agricultural cooperative sector in Crimea
4.
Increased capacity of key representatives
of the different ethnic and political groups in Crimea, the ARC Government and
Crimean society at large to engage in constructive dialogue and
consensus-building on potential solutions for the complex problems Crimea is
facing, to adequately and timely respond to early signs of possible tension,
instability and social conflict and to design programmes and policies that are
sensitive to the interests and concerns of the different groups of Crimean
society.
5.
Increased
tolerance and social cohesion in Crimean society by reducing discriminatory
attitudes with respect to ethnic minorities through the education
system.
CIDP is a multi-donor funded programme with an
annual budget of approximately USD 3 million, implemented by around 50 local and
international staff members.
Responsibilities and Duties:
The Governance Advisor will work under the direct supervision of
the CIDP International Programme Co-coordinator (IPC) and
will be primarily responsible for managing CIDP’s Governance Team and implementing CIDP’s
phase V programme strategy in the area of good governance. CIDP’ strategy in
this area is focused on the following outputs:
Facilitating the participation of Crimean citizens and
their respective organizations in state planning and policy processes through i)
capacity development interventions in support of community-based development and
creating more receptive Government counterparts, ii) strengthened strategic
planning, and iii) institutionalization of State/Citizen interaction.
Promoting collaborative initiatives among various
development partners (government, private sector and civil society
organizations) to jointly meet challenges related to public service delivery,
namely in the area of rural water supply and education. This will encompass: i)
creation of supportive regulatory and institutional frameworks for rural water
supply services through improve partnerships between communities and the Crimean
officials, ii) capacity development efforts for all actors in maintaining and
sustaining basic infrastructure, and iii) strengthened mechanisms for
investments in rural service delivery.
The Governance Advisor will directly supervise the technical specialists of the
Governance Team and work in close collaboration with the CIDP Operations Manager, the UNDP
Country Office, donor agencies and relevant Government
counterparts and target communities to achieve the programme’s objectives as
specified in the CIDP Programme Strategy.
With regard to the strategy,
outcomes, outputs and activities specified in CIDP’s Programme Strategy and
individual governance-related CIDP Project Documents, the incumbent
will
1.
Ensure
overall quality, consistency and timely delivery in programme implementation in
close coordination with relevant Government counterparts. Develop further and
implement CIDP’s programme strategy as well as prepare policy papers for
individual aspects of this strategy. Extract and document practical guidelines
and lessons learned from CIDP’s interventions.
2.
Prepare
the work plan and budget of the Governance Team in line with CIDP’s Results and
Resources Framework and monitor overall progress towards outputs and outcomes in
accordance with CIDP’s Performance Measurement Plan.
3.
Promote
CIDP’s objectives, concept and methodology at different levels of governments
(national, republican, districts and Village Councils), with community
organizations and within UNDP and the wider development
community.
4.
Provide
technical support to the Crimean and local level governments in CIDP’s fields of
intervention.
5.
Prepare
substantive reports from the programme, provide technical inputs for the
preparation of high-quality funding proposals to donors and assist the IPC in
further developing the strategy and conceptual framework of the programme and
individual projects.
6.
Cooperate
with the CIDP Communications Specialist in public relations activities and the
preparation of reports and information materials about the
programme.
7.
Cooperate
with the CIDP Operations Manager in overall programme implementation,
preparation of reports and in assuring proper operational, financial and
administrative management of the projects, as well as adherence to UNDP rules
and procedures.
8.
Perform
other duties as assigned by the International Programme
Coordinator.
Qualifications:
1.
Master’s
degree in development studies, social sciences and/or related fields.
2.
At least
five years of practical experience in working on democratic governance and
regional development, preferably in the areas of strategic planning and public
service delivery.
3.
Capacity
to motivate people and to build relationships with partners, Governments and
other stakeholders.
4.
Experience
in providing in working with and advising (regional) Governments.
5.
Excellent interpersonal, management and
leadership skills. At least three years of management experience.
6.
Sound
analytical, organizational, project management and negotiation skills and the
ability to conduct training and workshops/seminars.
7.
Proven ability and skill to work under
high pressure, with strong delivery orientation.
8.
Excellent
command of English and good command of Russian or Ukrainian languages and of
word processing, spreadsheet and other computer
programmes.
9.
Excellent
writing, presentation and communication skills.
10.
Ability to
work effectively in a multi-cultural team.
11.
Affinity with United Nations mandate and
principles.
