Programme/Project Title: “Innovations Springboard”: Leveraging Information and Communications Technologies for Ukraine’s Prosperity

5. Duties and Responsibilities:

Under overall supervision of the National Programme Manager and Senior Technical Expert, the incumbent will be responsible for the following:

·  The Internet Civic Portal web-site design and continuous update.

·  Preparation of the informational materials for the web-site and placing them on the web-pages.

·  Monitoring of the timeliness of the information placed on the web-site.

·  Maintaining contacts with Ukrainian and International web-masters.

·  Maintaining contacts with the UN office in Ukraine on the issues related to the web-site and ICT4D.

·  Day-to-day maintenance of the projects IT resources.

·  Introduction and implementation of the new technologies for the Civic Internet Portal and web-site.

·  Maintaining full operational status of the Civic Internet Portal Internet-servers, and mail host, and project equipment.

When requested, to accomplish the following:

·  Installation, set up and configuration of the Civic Internet Portal computer equipment to full operational capacity.

·  Installation of all necessary hardware and software to ensure full integration and interoperability.

·  Maintenance and periodic upgrade of all software resources.

·  Check for computer viruses and periodic upgrade of the anti-virus software.

·  Development and implementation of the Internet resources including: databases, WWW server etc.

·  Prompt processing of all requests for technical assistance and project hardware/software trouble shouting.

·  Recording and filing of all information related to the project hardware, software, its repairing, guarantees.

·  Monitoring of the physical existence of the Civic Internet Portal hardware and software.

6. Requirements for the post:

We aspire our we-site to be part of the liveliest web site in Ukraine and a dynamic portal to contemporary development issues. Our Webmaster/web designer should be self-starter and team-player with a vision and experience to make this happen. This is a high-profile role. It requires someone who can lead the expansion of the Internet for the development, while championing the use of the Internet as a learning tool. Webmaster/web designer is in charge of the project web-site design, update and management, introducing and implementing new technologies and applications. As a measurement indicator we expect satisfaction of our clients/web site users from the informative, friendly and easy in handling project web site.

When required webmaster/web designer will provide technical support on a variety of the IT-related subjects including computer and system administration support to the staff. Webmaster/web designer will also participate in the development and implementation of the strategy on the IT development.

Along with the day-to-day duties managing and updating the homepage, webmaster/web designer must also be able to build relationships with other Ukrainian webmasters. We expect that you will establish and maintain close working relations with web-masters of other projects and organization. Webmaster/web designer must already have a track record developing information-rich web sites. Being a part of the project you will participate in project activities, including media campaigns and media-related activities, reflecting all the developments and news on the web-site.

You must have the following software skills: MS Office 2000, Dreamweaver, Flash, Frontpage, Adobe (Photoshop, Illustrator, Indesign, Framemaker, Pagemaker), QuarkXpress. You also must be comfortable working in an English-language, along with Ukrainian and Russian; international environment and be sympathetic to the ideals of the United Nations. Ideally, you would have multi-media skills as well, including using video cameras and taking photographs.

We expect experienced person with enthusiastic approach; quick problem solving skills; good taste; excellent interpersonal and communication skills; strong organizational and time management skills.
